Only U.S. companies are eligible to attend and participate. Please note that the third and fourth Industry Days will be combined into this four-day event. This represents the THIRD and FINAL Industry Day that will be held prior to release of the full draft RFP. We anticipate conducting an Industry Day just prior to final RFP Release in the Summer of 2015 for the purpose of answering RFP related questions only, so no Battlespace tours will be provided at that time. IMPORTANT NOTE: We limited the number of people per company that could attend the previous two Industry Days. This was due to Battlespace tour limitations. We ARE NOT limiting attendance at the October Industry Day events. We recommend your business development team, as well as, your lead engineers and program managers attend. The Battlespace tours on 14 Oct 14 will still have a two-person limitation per company. We recommend your engineer and/or program manager attend the tour. This THIRD and FINAL Industry Day, inclusive of tours, will be held from 14-17 October 2014 from 0730-1600 at the DMOC facility on Kirtland AFB, NM. Questions may be submitted in advance to Capt Leah Meyer or Tara Bond (contact information listed below) via email NLT 1600 MDT, Wednesday, 8 October 14. Questions will also be recorded and answered, if possible, during the Industry Day. Vendors interested in scheduling a one-on-one session shall notify Capt Leah Meyer or Tara Bond via email NLT 1600 MDT, Wednesday, 8 October 14 of their desire for a session as well as all applicable questions. The time limit per session will be approximately 20 minutes per company. The Contracting Office will randomly draw the names of interested vendors in order to determine time slots. Confirmation emails will be sent to all interested vendors NLT 10 October 14. Questions and answers from these sessions shall be reviewed, compiled, and posted on FBO following the One-on-One sessions. Do not ask questions pertaining to proprietary information or trade secrets. All interested parties must complete the following NLT 1600 MDT on 3 October 2014: 1. All vendors are required to enter a visit request into the Government JPAS system (Joint Personnel Adjudication System). See JPAS information listed below. These Centers are independant from each other and DO NOT share contracts. 9 Jun 14: Release of June Industry Day SOW - Virtual Flag Event Support: The SOW for the 26 June Industry Day has been posted in the Explicit Access area of FBO. Please request access through the FBO links. All parties must have a signed NDA and certified DD 2345 on file with the AFNWC Contracting Office. Industry comments/feedback regarding this portion of the DMOC SOW shall be submitted to the Contracting Officers NLT 7 July 2014. 22 May 14: Next Industry Day - 26 & 27 June 14 This is a notification that the Air Force Nuclear Weapons Center (AFNWC) Contracting Office and the 505th Command and Control Wing are conducting an Industry Day for the DMOC requirement. This shall be the SECOND of FOUR Industry Days. It will be held on 26 June 14 from 0730-1600 at the DMOC facility on Kirtland AFB, NM. This second Industry Day will focus on the Virtual Flag Exercises & Event Support portion of the SOW. The SOW will be posted to the Explicit Access section of FBO NLT mid-June to allow Industry review, feedback, & comments. Vendors must have submitted a valid and certified DD 2345 and signed NDA in order to access this area of FBO. This Industry Day will also discuss possible contract type and CLIN structure. Feedback from Industry is welcome in this area. Questions regarding the Industry Day or the Flag Exercises & Event Support portion of the SOW shall be submitted to Capt John Paul Duman or Tara Bond (contact information listed below) via email NLT 7 July 14. Questions will also be recorded and answered, if possible, during the Industry Day. One-on-One Meetings will be held during this Industry Day at the DMOC. Shortly thereafter, a revised version of the SOW will be released on the Bidders Library. This opportunity is open only to contractors which have access to the Bidders Library. Additionally, the Bidders Library has been updated to include a list of the companies which attended the 6 Mar 14 Industry Day. The Questions & Answers from the first Industry Day will be posted in the Bidders Library the week of 10 Mar 14. 6 Mar 15: Q&A Answers The answers to the Q&As from the 6 Mar 14 Industry and the revised Infrastructure/PM portion of the SOW have been uploaded to the secure Explicit Access area of FBO. Additional questions pertaining to these documents cannot be accepted at this time. The next Industry Day is scheduled to be held in mid-June although no firm date has been set. As before, the applicable portion of the draft SOW shall be released for industry review/comment. Similar to the 6 Mar 14 Industry Day, all interested vendors must have signed NDAs, a certified and approved DD 2345, current DOD security clearances, and attendee information entered into JPAS in order to attend. If these actions (JPAS must be renewed for each Industry Day) were completed and approved for the 6 Mar 14 Industry Day, there is no need to repeat them. A VENDOR CAN STILL ATTEND THE JUNE INDUSTRY DAY EVEN IF THEY DID NOT ATTEND THE MARCH INDUSTRY DAY. SAME SECURITY REQUIREMENTS APPLY. 4 Mar 14: Initial Draft SOW Release: This Request for Information is to start gaining industry feedback on our draft Request for Proposal (RFP) documents. As stated in our initial synopsis (dated 31 Jan 14), we noted that we would be releasing portions of the draft SOW just prior to each of four industry days. The purpose of posting the draft SOW segments is to allow industry the opportunity to review prior to the Industry Day discussion on that specific topic and then gain industry comment/feedback on the documents after completion of the Industry Day. Please review the attached draft SOW in preparation for the 6 Mar 14 Industry Day. The file name is "IDE_2017_Draft PM Infrastructure SOW". This portion of the SOW addresses both Program Management and Infrastructure requirements. To gain access to the draft SOW, you will need to follow the explicit access request process in FedBizOps Download, complete, and return the Use and Non-Disclosure Agreement for DMOC IDE 2017 to the AFNWC/PAIZ POCs listed in this announcement. THE DMOC FACILITY IS DIRECTLY TO THE RIGHT.*** 31 Jan 14 - Sources Sought Synopsis & Industry Day Announcement: This is a notification that the Air Force Nuclear Weapons Center (AFNWC) Contracting Office and the 505th Command and Control Wing are conducting a Non-Personal Services acquisition for Infrastructure, Development, & Engineering contract support for the 705th Combat Training Squadron (CTS), Kirtland AFB, NM. The Contractor effort includes building and maintaining network infrastructure, developing and maintaining software & hardware solutions, and conducting Distributed Mission Operations (DMO) engineering activities for the 705 CTS and the Distributed Mission Operations Center (DMOC). The SOW supports various 705 CTS (or DMOC) activities including Operations and Maintenance (O&M) of system and network infrastructure; development of new DMO systems; upgrades to existing DMO systems; engineering analysis and feasibility studies in support of development efforts; implementing video/voice/data communication links between systems and facilities; prototyping simulation systems; establishment of interoperability between systems/simulators through multiple networks; maintaining scenario and terrain database generation systems; and implementation of interoperability standards. Effort also covers the management of the DMOC Battle Space at Kirtland AFB, NM, and all necessary management services, personnel, materials, components, supplies, maintenance, and documentation required to accomplish the tasks. The current contract is Cost Plus Fixed Fee IDIQ, with a ceiling value of approximately $98 million, and a period of performance that expires Jan 2017. The new contract type has not been decided upon; however, it is anticipated to have a similar ceiling value and both Cost Plus Fixed Fee and Firm Fixed Price CLINs added. To ensure a contract is in place by Jan 2017, the Request For Proposal (RFP) is anticipated to be released Feb/Mar 2015 following the fourth and final Industry Day. Contract award is anticipated Jun/July 2016 with an approximate transition period of Dec 2016 through Jan 2017. An Industry Day will be hosted at the DMOC facility on Kirtland AFB on 6 March 2014 from 0730hrs until 1400hrs (see schedule details below). This shall be the FIRST of FOUR Industry Days offered. Industry Days will be held to ensure a complete understanding of the magnitude of this requirement and SOW by all interested parties. Prior to each Industry Day, applicable portions of the SOW will be released via FBO for industry review and in-depth feedback on capturing the DMOC mission. It is highly encouraged that interested parties attend ALL FOUR Industry Days in order to actively and effectively participate in this acquisition. The first Industry Day is intended to provide an overarching DMOC mission brief to provide an overview of the requirement, a Battle Space tour, and a presentation from AFNWC Contracting on the Source Selection process.
