Description
Questions and Answers A/E IDIQ VA257-14-R-0388 CHANGE: The maximum single task order limit is hereby changed from $450,000.00 to $950,000.00. No single task order issued against the contract will exceed $950,000.00. The contract minimum guarantee amount remains unchanged at $3,000.00. This contract will consist of individually negotiated firm-fixed priced task orders. Selection Criteria #5 is hereby changed as follows: Location in the general geographical area of the project and knowledge of the locality of the project, for the purposes of this requirement the location is restricted to a 200 mile radius of San Antonio, TX. QUESTIONS: Q1. In a Joint Venture, does the SDVOSB have to be the prime contact for the team? A1. There is no requirement for the SDVOSB to be the prime contact for the team, however the SDVOSB must be the Managing Venturer of the Joint Venture and have control over all decisions of the Joint Venture. Furthermore the SDVOSB must earn at least 51% of the profits earned by the joint venture. Q2: In a Joint Venture, can more than one SDVOSB make up 51% of the contract? A2: Yes - the SDVOSB's must earn at least 51% of the profits earned from the joint venture and must be the managing venture of the joint venture and have control over all decisions of the joint venture. 38 CFR 74.1 defines a Joint Venture as an association of two or more small business concerns to engage in and carry out a single, specific business venture for joint profit, for which purpose they combine their efforts, property, money, skill, or knowledge, but not on a continuing or permanent basis for conducting business generally. For VA contracts, a joint venture must be in the form of a separate legal entity. NOTE: In order to be eligible for award - Joint Ventures must be verified in the VA VetBiz Vendor Information Pages (VIP) at the time that SF330's are due to VA. Q3: Does the prime contractor have to meet the location requirement: A3: Yes the prime contractor must meet the location restriction requirement. Q4: If an A/E Firm is a Construction Contract Holder (IDIQ or Stand Alone Contract) can the A/E Firm still submit a response to this solicitation? A4: Yes - However firms are advised that in accordance with FAR 36.209 - Construction Contracts with Architect-Engineer Firms, no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates. Q5: The pages of the GSA Form SF 330 have margins of less than one inch. Does the submission requirement of one inch margins still apply? A5: No Q6: Will a Team be considered if they are beyond the location requirement? A6: No (Please note the location requirement has been revised to 200 miles from San Antonio TX). Q7: Does the Combined Synopsis/Solicitation under solicitation number VA25714R0388 contain requirements similar to a current contract? A7: No Q8: Does the Prime A/E firm have to already have an office established within the mile radius at the time of submission or can we set up an office if we were awarded the contract? A8: In order to be eligible for award the prime A/E must have an office established within the location radius restrictions.
