- Brand name justification FAR Clauses and Additional Provisions, Clauses, and Terms and Conditions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number HSCEMS-14-Q-00037 is hereby issued as a Request for Quotation (RFQ) to procure Avon Protection Systems, Inc. C50 Gas Mask Kits and CSCF50 Filters. The associated North American Industrial Classification System (NAICS) code is 339113 with a small business size standard of 500 employees. This requirement is a [Small Business] set-aside and only qualified offerors may submit quotes. The vendor(s) shall provide exact-match items listed for U.S. Immigration and Customs Enforcement's (ICE) Office of Firearms and Tactical Programs (OFTP). The award is for a firm, fixed-price Purchase Order with a delivery date of 30 days after receipt of the order (ARO). REQUIREMENT The ICE OFTP requires the following items, Exact-Match Only, to the following: Manufacturer: Avon Protection Systems, Inc. Part Number: 70501-188 Product Name: C50 Gas Mask Kit, Size Medium Quantity: 48 each Manufacturer: Avon Protection Systems, Inc. Part Number: 70501-187 Product Name: C50 Gas Mask Kit, Size Large Quantity: 3 each Manufacturer: Avon Protection Systems, Inc. Part Number: 72601-71-4 Product Name: CSCF50 Filter Quantity: 12 (Pack of 4) PERIOD OF PERFORMANCE The ordering period of performance is 30 days ARO. PLACE OF PERFORMANCE Delivery destination will be specified in the Purchase Order. Instructions for Quote Submission: Quotes shall be submitted via email to Contract Specialist, Sarah A. West, at sarah.a.west@ice.dhs.gov and are due no later than 3:00pm EST on Friday, September 26, 2014. The FAR Clauses and Additional Provisions, Clauses, Terms and Conditions applicable to this solicitation and any resultant contract or contracts are in accordance with Attachment 1 - FAR Clauses and Additional Provisions, Clauses, Terms and Conditions. This RFQ document incorporates the provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-46 effective September 10, 2010. Vendors are cautioned to review the RFQ and ensure the quotation submitted fully complies with any or all requirements of the RFQ. Vendors are required to submit a quotation for the exact products sought. Offered items shall include a description and product number for technical evaluation. The distribution of any resulting amendments to the solicitation will be accomplished solely through the FedBizOpps website. Hard copies of the solicitation will not be available; therefore, no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. Interested parties are responsible for monitoring the FedBizOpps site to assure that they have the most up-to-date information about this RFQ. QUOTATION CONTENT Vendors are cautioned to review the RFQ and ensure that the quotation submitted fully complies with any or all requirements of the RFQ. Each quotation shall include the following: 1. An exact-match product description and product number; 2. The total price amount, including shipping costs; and 3. The unit price. BASIS OF AWARD The Government intends to award a firm, fixed-price Purchase Order based on the lowest evaluated price quote with an exact-match only to the products listed in the solicitation. Quotes will be evaluated for acceptability (only) on a pass/fail basis and will not be rated. Quotes shall be for each item listed; partial quotes will not be accepted. Award may also be made on the basis of initial quotes without discussions. Vendors are therefore cautioned that each initial quote should contain the vendor's best terms. The right to conduct discussions, if any, is reserved.
