- Please be advised that Amendment 04 to RFQ# M67854-14-Q-4114 has been posted to FedBizOps with an extended due date of 26 SEP 2014 @ 9:00 AM Eastern. This Amendment also changes our requested service from Standard to a request for pricing on both Standard and Gold support. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement and the attached Request for Quotation (RFQ) M67854-14-Q-4114 Amendment 04 constitute the only solicitation being issued; the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76. The associated North American Industrial Classification System (NAICS) code and applicable size standard for this procurement are listed in Block 10 on the face page of the attached RFQ. All interested and responsible parties shall refer to https://www.fbo.gov in order to obtain a copy of the RFQ. This is an RFQ for the procurement of Maintenance for Still Secure. Quotes are being solicited and a written Amended RFQ is attached to this synopsis. The following provisions and clauses shall apply: (1) FAR Subpart 52.204-7 (JUL 2013) System for Award Management, (2) FAR Subpart 52.209-7 (JUL 2013) Information Regarding Responsibility Matters, (3) FAR Subpart 52.212-1 (APR 2014) Instructions to Offerors - Commercial Items, (4) FAR Subpart 52.212-2 (JAN 1999) Evaluation - Commercial Items with the following insertion in paragraph (a) "Award shall be made to the responsive and responsible offeror who quotes the lowest price technically acceptable with acceptable past performance. Requests having multiple line items shall be analyzed by the total cost of the quote and not the individual line items. All items quoted must be new. No partial awards shall be made.", (5) FAR Subpart 52.212-3 (MAY 2014) Offeror Representations and Certifications - Commercial Items, (6) FAR Subpart 52.212-4 (MAY 2014) Contract Terms and Conditions -Commercial Items, (7) FAR Subpart 52.212-5 (JUL 2014) Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, (8) FAR Subpart 52.217-5 (JUL 1990) Evaluation of Options, (9) FAR Subpart 52.217-9 (MAR 2000) Option to Extend the Terms of the Contract, (10) FAR Subpart 52.232-18 (APR 1984) Availability of Funds, (11) FAR Subpart 52.232-40 (DEC 2013) Providing Accelerated Payments to Small Business Subcontractors, (12) DFARS Subpart 252.232-7003 (JUN 2012) Electronic Submission of Payment Requests and Receiving Reports, and (13) DFARS Subpart 252.232-7006 (MAY 2013) Wide Area Workflow Payment Instructions. Please see the attached Amended RFQ for additional detail, and other terms and conditions. This is a Defense Property Accountability System (DPAS) rated order with an assigned rating of DO-A7. All questions should be directed to Lisa Bennett at lisa.bennett@usmc.mil. All offeror's proposals shall be submitted on the RFQ form (SF-1449) attached to this synopsis. Vendor's proposals for this requirement are due no later than 10:00 AM EST 26 SEP 2014. It is the vendor's responsibility to monitor the FBO system for amendments issued in reference to this requirement. All Contractors who provide goods/services to the DOD must be registered in the SYSTEM FOR AWARD MANAGEMENT (SAM). Online Certifications and Representations are also required. Failure to comply with SAM registration may deem offeror ineligible for award.
