- Wage Determination PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number for this procurement is F1L0CP4268A001 and is a Request for Quotation for C-130 Static Aircraft Display Painting services. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-76, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20140805, and Air Force Acquisition Circular (AFAC) 2014-0421. This is a Total 100% Small Business Set-Aside. North American Industry Classification System (NAICS) is 488190, Other Support Activities for Air Transportation. Small Business Size Standard is $30.0M dollars. The Offeror must be an authorized, qualified, and certified vendor and must quote on an all or none basis. Written quotes are required (oral offers will not be accepted). Only one contract will be awarded. Line Item: The contractor shall furnish all tools, vehicles, qualified personnel, materials, and services to repair, paint, and protect the aircraft against animal intrusion in accordance with this performance work statement (PWS). Period of Performance: 30 Sep 2014 through 1 December 2014 EA 1 Description of Requirement: See attached Performance Work Statement (PWS). Place of Performance: Service is to be performed on Cannon AFB, NM 88103 for a period of performance of 30 Sep 2014 through 1 Dec 2014. Additional Terms and Conditions: It is the contractor's responsibility to be familiar with applicable provisions and clauses. The following Provisions and Clauses apply to this solicitation: NEW MEXICO GROSS RECEIPTS TAX: The State of New Mexico assesses a Gross Receipts tax for firms conducting business within the state. This tax is imposed on the basis of revenue derived from business operations within the state without regard to the locations of the business entity. You are advised that any offer received will be presumed to include this cost of business and any request for adjustment of your price as a mistake in bid either before or after award of a contract will not be considered. The rate of the New Mexico Gross Receipts Tax may be obtained from the New Mexico Taxation and Revenue Office in Roswell, New Mexico by calling 575-624-6065 or by visiting http://www.tax.newmexico.gov/gross-receipts-tax-historic-rates.aspx. The location of work to be performed is Cannon AFB, New Mexico 88103. FAR 52.212-1 Instructions to Offerors - Commercial Items (Apr 2014) The following addendum is provided to this provision: Paragraph (b), entitled "Submission of Offers", Offers may be submitted via email. The following information is required by this office to assist the contract administrator in the process of determining contractor responsibility. Please send the information listed below with your quote:  A list of past and all current Government and civilian contracts with the percentage of business that Cannon AFB represents to your company. The list must contain contacts and telephone numbers.  A letter from your bank regarding your financial responsibility. The letter should include the length of time you have had an account with the bank, that you have enough financial resources to perform under this contract, a telephone number, and a point of contact. FAR 52.212-2 Evaluation - Commercial Item (Jan 1999) (a) This is a competitive best value source selection in which the Government will award a contract resulting from this solicitation to the responsible offeror (IAW FAR 9.104 *) whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The Government intends to make award to the lowest priced technically acceptable offeror. The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process: 1. Price 2. Technical Capability: Technical Acceptability is achieved when the offeror certifies that they are able to provide the requested service in accordance with federal, state, and local laws and regulations. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (End of Clause) 52.219-8 UTILIZATION OF SMALL BUSINESS CONCERNS (MAY 2014) (a) It is the policy of the United States that small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns shall have the maximum practicable opportunity to participate in performing contracts awarded by any Federal agency, including contracts and subcontracts for subsystems, assemblies, components, and related services for major systems. (End of clause) 5352.223-9001 HEALTH AND SAFETY ON GOVERNMENT INSTALLATIONS (NOV 2012) (a) In performing work under this contract on a Government installation, the contractor shall: (1) Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and (2) Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes. (b) The contracting officer may, by written order, direct Air Force Occupational Safety and Health (AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract. (c) Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract.
