- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 12.603(c)(2), the following is included in this Combined Synopsis/Solicitation: The proposed contract action for ACES Technical Services will be procured as a Total Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W912DY-14-G-1086 and is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-76. (iv)The associated North American Industrial Classification System (NAICS) code for this procurement is 541512 Computer Systems Design Services with a small business size standard of $25,500,000.00. This requirement is a total SDVOSB set aside and only qualified SDVOSB small business offerors may submit proposals. (v) The proposed contract will include only Firm Fixed Price type Contract Line Item Numbers (CLINs) as identified below: Base Year: CLIN 0001, Firm Fixed Price for ACES Technical Services CLIN 0002, Cost for Other Direct Costs CLIN 0003, Cost for Travel Option 1 CLIN 1001, Firm Fixed Price for ACES Technical Services CLIN 1002, Cost for Other Direct Costs CLIN 1003, Cost for Travel Option 2 CLIN 2001, Firm Fixed Price for ACES Technical Services CLIN 2002, Cost for Other Direct Costs CLIN 2003, Cost for Travel Option 3 CLIN 3001, Firm Fixed Price for ACES Technical Services CLIN 3002, Cost for Other Direct Costs CLIN 3003, Cost for Travel (vi) The USACE Engineering and Support Center, Huntsville (CEHNC) requires technical services in accordance with the attached performance work statement titled quote mark PWS_ACES Technical Services.docx. quote mark (vii) The delivery term is FOB Destination. Acceptance will be completed by the Government at the end of contract. (viii - xii) The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-2 will not be used for this acquisition. Evaluation factors are provided in the attached RFP letter pursuant to FAR 13.106; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition (the full text and applicable clauses are provided in the attached RFP letter). FAR 52.213-1 Fast Pay; FAR 52.213-2 Invoices; FAR 52.213-3 Notice to Supplier. (xiv) Defense Priorities and Allocations System (DPAS), is not applicable. (xv) Proposals shall be submitted in accordance with the attached RFP Letter. Proposals must be received via email not later than 26 September 2014 at 3:00 PM CDT. (xi) Questions regarding this combined synopsis/solicitation shall be submitted to the POCs not later than 23 September 2014 at 3:00 PM CDT.
