- Amended Solicitation 14-233-SOL-00648_0003 The purpose of the expansion of the Medicated Assisted Recovery technical assistance (MARS) to Vietnam is to reduce the individual and societal harm due to HIV and substance use disorders in Vietnam by building the capacity of local communities to lead and support one another as a component of the substance abuse disorder treatment program. Through SAMHSA/PEPFAR in Vietnam, the contractor will provide technical assistance on recovery to the Vietnam Union of Science and Technology Associations (VUSTA) of Hai Phong City. Working directly with VUSTA, MARS will offer a wide range of training and technical assistance that will be relevant to the need and situation of the Hai Phong City's methadone program with a focus on peer-led recovery programs. This contract is not a service delivery activity but a training, technical assistance, evaluation and support activity. The purpose of the activity is to improve the quality of the current methadone program by empowering individuals to consistently support recovery process as the critical component.
