Description
This is a Request for Quotes for the Catholic Music Director. In accordance with FAR 12.603(c)(2): This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-76. The government intends to award: A firm fixed price contract based on the following criteria: LOWEST PRICE TECHNICALLY ACCEPTABLE. To be technically acceptable the contractor will need to meet all qualifications listed in the statement of work (SOW). Offeror's qualifications will be verified by reviewing resumes that have been submitted with quotes. Offerors must provide evidence of recent and relevant past performance. To be considered recent, past performance must have occurred within the past 5 years. To be considered relevant, past performance must have been for work in similar scope and magnitude. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the base year. Evaluation of options will not obligate the Government to exercise the options. The associated NAICS code for this acquisition is 813110 with a size standard of $7.5 Million. McConnell AFB, KS 67221-3702 plans to acquire the following service: Catholic Music Director The contractor shall provide all personnel, equipment, supplies, supervision, and other items and services necessary to function as Catholic Music Director at the McConnell Chapel, McConnell Air Force Base, Kansas in accordance with the Statement of Work, dated 28 August 2014. 0001- Base Year Catholic Music Director - FY 14 The contractor shall provide all personnel, equipment, supplies, supervision, and other items and services necessary to function as a Catholic Music Director in accordance with the statement of work, dated, 28 August 2014. Period of Performance: 22 Sept 14 through 21 Sept 15. 12 Months 0002- Base Year Catholic Music Director - Additional hours (not to exceed 24 hrs) The contractor shall provide all personnel, equipment, supplies, supervision, and other items and services necessary to function as a Protestant Music Director in accordance with the statement of work, dated, 28 August 2014. Period of Performance: 22 Sept 14 through 21 Sept 15. 24 Hours 1001- Option One Catholic Music Director - Option Year 1 The contractor shall provide all personnel, equipment, supplies, supervision, and other items and services necessary to function as a Protestant Music Director in accordance with the statement of work, dated, 28 August 2014. Period of Performance: 22 Sept 18 through 21 Sept 19. 12 Months 4002- Option Four Catholic Music Director - Additional hours (not to exceed 24 hrs) The contractor shall provide all personnel, equipment, supplies, supervision, and other items and services necessary to function as a Catholic Music Director in accordance with the statement of work, dated, 28 August 2014. Period of Performance: 22 Sept 18 through 21 Sept 19. 24 Hours Statement of Equivalent Rates for Federal Hires (May 2014) In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. Additional FAR clauses will be incorporated into the resulting contract. Award will be made to the responsive offeror determined to be the most advantageous to the government in accordance with the criteria listed in the attached solicitation. Awardee will be required to invoice through Wide Area Work Flow (WAWF). Award can only be made to contractors registered in System for Award Management (http://www.SAM.gov). In accordance with AFFARS 5352.201-9101, Ombudsman, (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
