- Justification and Approval for Other than Full and Open Competition Continued services is needed by the incumbent contractor for program continuity and completion of task related to the Defense Healthcare Management System (DHMS) Modernization Program Management Office (PMO) effort to acquire and field a configurable and scalable modernization Electronic Health Record (EHR) System. Failure to continue to provide this support for would jeapardizes the DHMS capability to meet its EHR requirement.
