- Veterans Administration Philadelphia Information Technology Center (PITC) Philadelphia, Pennsylvania The General Services Administration (GSA) will be soliciting proposals for the replacement of the Uninterruptible Power Supply System at the Veterans Administration Philadelphia Information Technology Center in Philadelphia, Pennsylvania. The Philadelphia Information Technology Center owns and operates two Exide 3100M (100kVA-800KW) Uninterruptible Power Systems (UPS) configured in a split plant parallel redundant design using normally open Hot Tie circuit breaker. This project is to replace both UPS Systems (UPS System A and UPS System B) with three new 825 KVA, 750kW UPS Systems at the facility. The replacement systems shall include 20-year VRLA Battery Strings, Battery Disconnect Switches, UPS Mimic Annunciator Panel, the Maintenance Bypass Switchboard and the UPS Control Cabinet. The project shall include a Battery Monitoring System and a New Hydrogen Detection and Alarm System. Two new temporary UPS will be included creating a temporary N+1 design. A request for proposal (RFP) will be issued on FedBizOpps for full and open competition after exclusion of sources, i.e., it will be set aside for small businesses. The Government anticipates awarding a contract in approximately March 2015. The NAICS code for this procurement is 238210 (Electrical Contractors), and the small business size standard is $15 Million. The solicitation number will be GS-03P-15-AZ-C-5050. The estimated cost of this project is between $1,000,000 and $5,000,000. The period of performance is three hundred sixty five (365) days, which includes sixty (60) days for securing clearances and badges. The contract will be acquired using source selection procedures as identified in FAR 15.3 with a firm fixed price award to the offeror who provides the best value to the Government. Offerors will be evaluated based on technical merit and price proposals. For this procurement, technical evaluation factors are significantly more important than price. The Government reserves the right to make award without discussions. The solicitation package (including specifications, drawings, offer forms, clauses, and provisions) will only be available electronically on FedBizOpps.
