Description
Questionairre - Information and Analysis Centers (ISACs) Management. THIS IS A REQUEST FOR INFORMATION [RFI] ONLY. There is no solicitation available at this time. This Request for Information is issued for the purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Government will not pay for any materials provided in response to this notice. If a solicitation is later released, it will be synopsized accordingly. It is the potential business concerns' responsibility to monitor this site for the release of any synopsis or solicitation. The Transportation Security Administration (TSA) is requesting information concerning those sources capable of providing, supporting, supplying and managing a Public Transportation and Over the Road Bus Information and Analysis Center (PT-ISAC/OTRB-ISAC). This Request for Information is conducted in order to identify potential small business concerns and other than small business concerns that are capable of answering the attached discussion elements while providing capability examples of their business solutions. Information & Analysis Centers (ISACs) are sector-specific platforms meant to advance physical and cyber-critical protection efforts by establishing and maintaining operational and tactical interaction between and among member and external partners. The PT-ISAC and OTRB-ISAC are functioning sector-specific platforms that provide to their constituencies a 24/7 security operating capability. They have established specific critical information/intelligence requirements for incidents, threats and vulnerabilities for these sectors. Based on their sector-focused subject matter analytical expertise, the PT-ISAC and OTRB ISAC collect, analyze, and disseminate alerts and incident reports to their memberships. The TSA anticipates that any presumed acquisition which may come about as a result of this RFI would likely adhere to those procedures outlined in FAR Part 12 - Acquisition of Commercial Items. Prospective contractors must be registered in the Central Contractor Registration (CCR) through the System of Awards Management [SAM] database in order to be eligible for consideration. If your firm is capable of addressing/fulfilling the attached discussion elements, please indicate your interest by sending a capability statement via e-mail (only) no later than COB, 10 October 2014 to edwin.pasha@dhs.gov. Please include the following information in your Capability Statement email: 1. Contractor Information / Identification: a. Company name and commercial and government entity (CAGE) code b. If applicable, GSA FSS Contract Number c. Address d. Phone Number e. Fax Number f. Email address g. Point of Contact information h. If applicable, a website address that provides additional information about the prospective business i. Identify your company type: i.e. a large or small, small disadvantaged, 8a, veteran owned small business, service disabled veteran owned small business, woman-owned small business, Native American and/or HUB zone business that is supported by a current registration status of active in the Central Contractor Registration (CCR). j. Provide your company's DUNS number. 2. Your capability statement should demonstrate a firm understanding of the attached discussion elements, while addressing the following, at a minimum: a. Provide a brief history of your business, to include organization structure, experience in providing the services outlined in the attached. b. Address possible innovative approaches you would recommend. c. Describe subcontracting services previously utilized. d. Describe how your current commercial/federal contracts (if applicable) are structured. g. Furnish evidence of previous successful efforts of a similar size for government customers. Note: This Sources Sought Notice is open to all capable businesses. All interested vendors must respond to this notice VIA E-MAIL no later than COB, 10 October 2014.
