- The Department of Veterans Affairs, Network Contracting Office 22, is issuing this special notice to inform industry contractors of the intent to execute a Single Source award as prescribed in FAR 13.106-1(b)(1)(i) with Draeger Medical, Inc (hereinafter Draeger), 3315 Quarry Road, Telford, PA 18969. The Totalcare Service Agreement will include the following I.Labor, parts, equipment, and travel are all inclusive for scheduled and unscheduled services. II.Scheduled services to perform OEM's Periodic Manufacturer's Certification, electrical safety checks, and software updates. III.Unscheduled services. IV.Software updates. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR 13.106-1(b)(1)(i) allowing the Contracting Officer to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 10/1/2014. The place of performance is as follows: VA Southern Nevada Healthcare System, 5406 East El Campo Grande Ave, Suite 150, Las Vegas, NV 89115. The North American Industry Classification System (NAICS) for this requirement is 811219, Other Electronic and Precision Equipment Repair and Maintenance. The Small Business Administration size standard for this sector is $20.5 million. Market research was conducted and concluded that Draeger, the OEM manufacturer, holds all the exclusive intellectual/proprietary rights and data to Draeger's line of equipment and software. Draeger has authorized distributors of the equipment line, but does not authorize any third party distributors for service and/or maintenance. Draeger provides all services in house and does not authorize and/or certify any other entity to perform these services. Only certified Draeger Field Engineer(s) are authorized to perform services; allowing any entity other than Draeger will result in voiding any warranty the product carries. For these reasons, Draeger is considered the single source firm that is certified, authorized, and capable of performing the requested service. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
