- The Mission and Installation Contracting Command Fort Bliss, TX (MICC Fort Bliss) intends to award multiple Blanket Purchase Agreements (BPAs) to at least 3 but not more than 5 firms who demonstrate they are capable of delivering propane gas as identified throughout this document. This announcement constitutes the only solicitation that will be published. The requirement is set aside 100% for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 325120 Industrial Gas Manufacturing and the size standard is 1,000. The BPA duration will be for five years. The establishment of the BPA does not imply any agreement on the part of the Government to place future contracts or orders with the BPA holders. The Government makes no representation as to the number of calls or actual amount of supplies to be ordered. However based on historical data average usage is approximately 140,000 gallons of propane per year. There will be no guaranteed minimum quantities purchased and the Government will be obligated only to the extent of authorized calls placed against the resulting agreement. All Contractors who provide offers must be registered in the System for Award Management (SAM). Interested firms must identify their interest and capability to respond to the requirement set forth in this solicitation to be considered for award of the solicited BPA's. Description of Requirement: Fort Bliss has a request for propane delivery to various locations (approximately 41 Government owned propane tanks) on the installation as well as surrounding areas to include but not limited to: Oro Grande, McGregor Range, Do a Ana. Expected delivery time frame is 24 to 72 hours. The Contractor is expected to refill the Government owned propane tanks in efforts to sustain 80% fill on every tank, which range in size from 250 gallons to 20,000 gallon tanks on a weekly or monthly basis. Please note the usage of propane is seasonal and is mainly required during the months of September through March. Questions regarding this solicitation are due no later than 10:00 A.M. MST on 22 September 2014. Responses to this solicitation are due by 2:00 P.M. MST on 26 September 2014. Respondents shall include the technical and/or contractual Point of Contact (POC) to include name, position, telephone number, email address, company cage code, DUNS number and Federal Tax Identification number. Respondents shall also include qualified source questionnaire. Offerors must be registered in SAM to be eligible for an award of Government contracts.
