Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The Contractor shall provide services for salt cedar treatment over the 45-acre project area upstream of the Dam using mechanical extraction. The 45-acre project area upstream of the Dam using mechanical extraction. The 45 acre area shall start at the Dam and move toward the east until 45 acres is completed. All roots and stumps would be removed, where possible. Mechanical extraction is completed by using an extractor bucket attached to a track vehicle either on large tires or tracks. The entire tree including the root system is pulled out of the ground. As much as possible, all root pieces must be removed from the ground. This method allows for rapid and efficient widespread treatment of non-native vegetation in areas of largely monotypic stands. This methodology would be used in the proposed project area where a large stand of 6-to15-foot-tall salt cedar has been established. This action would be timed to result in the least impact to nesting bird species. This work would take place between September 2014 and April 15, 2015 and is located on the north side of the Creek just east of the Dam. Material that is extracted would be chipped on site at a depth of no more than 2 inches.. Extraction and chipping should be completed with the least amount of impact to the land as possible. The area upstream of Galisteo Creek contains some wetland habitat. This and other native habitat will be flagged by the Corps Biologist and should be avoided during construction. Extraction: Extract or cut down non-native trees (either manually or mechanically). When extracting trees, all root material must be removed. Equipment or personnel shall not damage native vegetation. quote mark Leave trees quote mark will be marked by flagging for protection. The Contractor shall backfill all resulting holes to original grade. Chipping:Mechanically mulch or chip extracted trees on-site. Mulched material left on site shall not exceed 2 inches in diameter and any single piece may not exceed 6 inches in length. Mulched material shall not exceed 2 inches in depth. Any dead and down salt cedar trees should also be mulched. Best Management Practices: The following Best Management practices shall be implemented: The following Best Management practices shall be implemented: a.No cutting or spraying should occur beyond the limits of the dam face (boundaries will be reviewed on site with the Corps' Contracting Officer Representative (COR). b.Work shall be performed in a manner that will limit disturbance to the dam face. Areas that are disturbed shall be restored to its preconstruction condition as approved by the Corps' Contracting Officer. c.The Contractor shall submit, in writing, a plan for treatment of the vegetation including exact methodology and proposed schedule. The Contractor shall submit an Environmental Protection Plan and a Stormwater Pollution Prevention Plan (SWPPP) for the project after notification of award. Other submittals may be required. The Contractor shall provide a unit cost (per acre or other).
