Assistant Senior Aviation Advisor, Kabul Afghanistan Issuance Date: 09/22/2014 Closing Date: 10/22/2014 SOLICITATION NUMBER: PSC-14-049-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. PLACE OF PERFORMANCE: Kabul, Afghanistan 9. JOB DESCRIPTION: See below 10. RELOCATION EXPENSES FOR HOUSEHOLD EFFECTS ONLY MAY BE PAID GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A) provides aviation support personnel under Chief of Mission (COM) authority and/or Foreign Assistance Aviation Program Aviation support includes fixed and rotary wing travel in support of COM personnel to multiple domestic and international locations. Flights, known as Embassy Air, originate from multiple hub locations, service numerous airfields, and helipads/heliports of varying condition. In addition to air transportation missions, Embassy Air is required to perform rotary wing security operations in support of COM personnel ground movements, reconnaissance missions, Search and Rescue (SAR) missions, Quick Reaction Force transport, and medical evacuations. Embassy Air uses a mixed fleet of fixed and rotary wing aircraft to accomplish its mission. Aircraft perform their missions at any time, day and night, as well as under visual and instrumental meteorological conditions. For specific security missions, meeting the needs of the US Mission require 24-hour a day aircraft and crew availability. Additionally, INL/A assumes responsibility for the management of Life Support Areas (LSAs), Embassy Landing Zones, and other aviation facilities. This PSC position provides for an Assistant Senior Aviation Advisor (ASAA) for U.S Embassy Air missions. The ASAA serves as the Deputy to the senior in-country aviation advisor, responsible to the Post Management Counselor for providing program implementation, direction, mission execution, and contract oversight, compliance, and evaluation in support of all Department of State (DOS) funded aviation transportation services. The ASAA serves in two broad roles; (1) assisting the post Senior Aviation Advisor (SAA) in the overall management, coordination, and execution of aviation resources under the INL/A contract/s in support of the Post; and (2) as an INL/A Government Task Monitor who in conjunction with subordinate Aviation Advisors, monitors and evaluates contractor performance in all aviation functional areas to include operations, maintenance, safety, and logistics by performing oversight duties to ensure contractor compliance with INL/A accepted standards of performance. RELATIONSHIPS: The ASAA works under the direct supervision of the SAA; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The Assistant Senior Aviation Avisor may coordinate directly with the Office of Aviation staff in performance of contract oversight, compliance, and issuing direction to the aviation support services contractor to ensure compliance with INL/A policies and procedures and USG mandated regulatory guidance for Federal Aviation programs. In conjunction with the subordinate Aviation Advisors, the ASAA will perform oversight duties at all INL/A contractor locations. DUTIES AND REPONSIBILITIES: 1. Assume the duties responsibilities and oversight of the SAA in his absence when as required. 2. Assist in providing oversight and guidance to fixed wing and rotary wing operations, maintenance, and logistics to ensure aviation supports Post requirements efficiently, and safely. Interfaces with respective embassy stakeholders, to ensure their respective aviation missions are supported. 3. Draft Post aviation SOP's and other required post documentation pertaining to Embassy Air program. 4. Ensure passenger scheduling is optimized to ensure effective utilization of aircraft. 5. Act as directed by the AOA, to interface with other international and USG agencies and departments such as USAID and UN organizations, DoD entities, and Host Country Officials as directed by Post management, in order to coordinate actions to further Post objectives. 6. Perform oversight and evaluation of contractor/s operations, maintenance, logistics and safety program. Oversight includes, but is not limited to; ensuring compliance with INL/A policies/procedures/directives, reviewing and recommending approval of waivers to published directives, authorizing use of program aircraft, reviewing contractor/s flight operations procedures, and monitoring contractor pilot proficiency. Submit regular written reports of contractor/s performance and activities to the Office of Aviation, and provide comprehensive monthly contractor performance award input to the Contracting Officer's Representative (COR) regarding contractor performance. 7. Assist in directing and coordinating aircraft and personnel deployments within or outside country in supporting Chief of Mission. 8. Assist in the coordination of Embassy Landing Zone and aviation hubs. 9. Develop, coordinate, organize, implement and insure compliance with comprehensive operational systems and procedures in support of Post aviation missions. Source documentation required to be complied with for these operational systems and procedures include, but are not limited to; the Department of State Aircrew Training Program, Aviation Operations Directives, Guide to Aviation Training and Standardization, Aircrew Training Manuals, Safety Directives, INL/A approved maintenance and logistics procedures, Office of Aviation Standard Operating Procedures, and country-specific SOPs. Develop operational tactics and new training procedures (in conjunction with the contractor staff and the applicable Office of Aviation Division). These tactics and procedures include, but are not limited to; Night Vision Goggle operations, helicopter employment tactics, fixed wing passenger and cargo operations, rules of engagement, and aerial gunnery. 10. As a GTM, provide operational direction and guidance to the contractor/s. Within scope of the contract, prioritizes allocation of contractor efforts and workload to meet post requirements. Assess contractor/s manning by skill level against contract requirements and recommend manning modifications as needed. Plan work, set and or negotiate deadlines and completion dates. Review and accept or reject final work. Evaluate contractor performance IAW the Aviation Support Services contract Quality Assurance Surveillance Plan. 11. As required by the SAA, assign work to subordinate aviation advisors based on priorities, difficulty of assignments, and employee capabilities. Give advice and instruction to subordinate aviation advisors on both work and administrative matters. Identify developmental and training needs, finding ways to improve the quality of work, and enhancing overall performance standards for both USG and contractor personnel. 12. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the mission. Maintain constant liaison with Office of Aviation, U.S. DOD, DOS, DS, other U.S. Government agencies, and the U.S. FAA, to keep abreast of current policies, procedures, and rules that pertain to aviation operations. MINIMUM REQUIREMENTS: 1. U.S. Citizenship, able to obtain/maintain a Department of State Secret security clearance, medical clearance, and ethics clearance - if applicable. 2. Designation as a Military aviator and a minimum of 10 years military aviation management experience, including experience in a hostile environment with threats to aircraft and ground personnel. 3. Senior level management experience in a medium to large size aviation organization, either government, civil or military, with experience in dealing with diverse stakeholders with differing goals. 4. Experience coordinating programs within the interagency or international community. 5. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 6. In-depth knowledge of the tactical employment of fixed and rotary wing aircraft in aviation operations, including capabilities, limitations and techniques 7. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight training activities. Should have a basic knowledge of command communications, government intelligence procedures, and flight operations procedures. 8. Highly specialized skill in the operation of aircraft as a pilot. 9. Knowledge of and skill in operation of desktop computer based word processing systems. 10. Proven ability to complete the FSI Contracting Officer's Representative (COR) online course within the first 120 days of assignment successfully. PREFERRED KNOWLEDGE AND SKILL: 1. Knowledge of U.S. Government contract administration procedures 2. Successful completion of a military or civil senior officer/manager training program. 3. Basic knowledge of the U.S Federal Acquisition Regulations. 4. Previous experience within the DOS, serving in an embassy, or in a joint or combined staff in the US military. PHYSICAL DEMANDS: Work is physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity and requires the frequent wearing of Personal Protective Equipment. The ASAA must be able to independently perform fieldwork in remote areas for extended periods without assistance. WORK ENVIRONMENT: Work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections and or program evaluations. Field sites have been declared hazardous duty locations by the Department of State due to hostile activities of armed groups. EVALUATION CRITERIA: Factor 1. Program Officer, Aviation (25points) Ability to interface with Embassy officers and stakeholder bureau's to assist define and clarify stakeholder current and anticipated aviation requirements, assist in allocation of current resources or identification of future resources to meet those requirements, help prioritize current requirements, and centrally manage aviation fleet to safely meet those requirements. Ability to represent post management, as directed, with other USG Departments, host nation officials or organizations, or international organizations to ensure USG goals are met. Ability to develop, coordinate, organize, and implement comprehensive operational systems and procedures in support of Embassy Air Missions and post requirements IAW all appropriate INL/A established policies, procedures, and requirements. Factor 2. Contract Oversight/direction (25 points) Demonstrated ability to oversee and evaluate a major aviation operation mission and develop, edit and publish evaluation reports on program progress or lack thereof. Ability to implement corrective actions. Factor 3. Develop Operational Tactics, Techniques, and Procedures (25 points) Ability to develop Operational Tactics and new training procedures for the purpose of Search and Rescue and medical evacuations, transporting Quick Reaction Forces, day and NVG. Additionally, ability to develop non-tactical passenger and cargo handling systems to sustain and improve service to stakeholder bureaus. Factor 4: Past Performance (25points) Past performance that demonstrates the applicant's ability to perform under the contract. In conducting the evaluation, the US Government reserves the right to utilize all pervious professional evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources PRE-AWARD ETHICAL RESPONSIBILITIES This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
