- Davis Bacon Wage Determination The Solicitation The Agreement Reps and Certs GS-04P-14-EX-C-0175 SF1442 SOW This is the official solicitation for Solicitation Number: GS-04P-14-EX-C-0175. The work consists of constructing a secured compartmental information facility (SCIF) at the Wilkie Ferguson Courthouse. See attached SOW for full details. Amendments to Solicitation: It is the offeror's responsibility to monitor site at www.fbo.gov for the release of any amendments. Funds Availability: Issuance of this solicitation does not warrant that funds are presently available for award of a Contract. Award of the Contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this solicitation in advance of such time as funds are made available to the Contracting Officer for the purpose of Contract award. Award Restriction: This procurement is offered for competition through the Total Small Business Set-Aside. OFFERS FROM OTHER BUSINESSES INCLUDING LARGE BUSINESS WILL NOT BE CONSIDERED. Security: Before employees are allowed to work on this project site, all personnel are required to pass a security check. Forms will be provideded to the successful offeror after award. Instructions on receiving the password for drawings and specifications: To request the password complete and return the attached Document Security form to the Contracting Officer, electronic submission preferred. All request must be in writing. Be advised that all requestors must be "active" in the Central Contractor Registration (SAM) database. Once the Contracting Officer has received your request, the document security form and you have been verified in CCR the password will be emailed to the requestor.
