DELIVERY: FOB Destination 4. EVALUATION: IAW FAR 13.106-1(a)(2) award will be made to the offeror who represents the best value to the Government. Award will be made to the offeror with a technically acceptable quote with the most advantageous price to the Government. The following evaluation factor(s) will be used to determine best value: 1. Technical Acceptability: a. Items quoted will evaluated to verify if they will meet the needs of the government. 2. Past Performance a. No negative past performance in CPARS, SAM or other searched sources conducted by the government. Technical Acceptability will be evaluated on a pass / fail basis. Not meeting any one subfactor listed under Technical Acceptability will constitute a failure. Past Performance will be evaluated on a pass / fail basis. The contracting officer reserves the right to validate negative past performance at their discretion. Font will at least 10 point and the total of all submittalls shall not exceed 10 pages. (d) Comptroller General Examination of Record.
