- Question 1: With reference to the Combined Synopsis/Solicitation posted to FBO under Solicitation Number 2014-11018A. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement? Response 1: Solicitation Number 2014-11018A is a new requirement; there are no incumbent contracts with reference to this activity. Question 2: With reference to Solicitation Number 2014-11018A, please confirm that the Study Completion Date for the "Flower Gate Gas-Fired Power Plant Feasibility Study" Request for Proposals is December 31, 2014. This date is specified in Section K "Study Schedule" Subsection (1) "Study Completion Date" on page "Annex II-8" of "USTDA Mandatory Contract Clauses" (page 68 of 90) of Section "ANNEX 4" (page 41 of 90) in the RFP document. Response 2: The "Study Completion Date" listed in the Grant Agreement and annexure in the RFP is the estimated date by which the parties anticipated that the Feasibility Study would be completed as of signing the Grant Agreement on May 22, 2014. This estimated completion date shall be revised with input from the U.S. Contractor during negotiation of the Secondary Agreement ("contract") once a contractor has been selected by the Grantee.
