JBCH Draft Encl 5 Format for Metadata JBCH Draft Encl 4 Acronyms and Definitions JBCH Draft Encl 3 NonGFE-GFP JBCH Draft Encl 2 Key Documents JBCH Draft Encl 1 Site List JBCH Draft SOO Synopsis: THIS IS A PRE SOLICITATION/SYNOPSIS NOTICE FOR THE JB CHARLESTON PERFORMANCE-BASED REMEDIATION CONTRACT. THIS NOTICE IS TO PROVIDE THE DRAFT STATEMENT OF OBJECTIVES (SOO) AND ITS ENCLOSURE AND PROVIDE NOTIFICATION OF SITE VISIT ONLY. THIS IS NOT A SOLICITATION. PLEASE DO NOT SUBMIT A PROPOSAL. This notification synopsizes the intent of the Air Force to issue a solicitation in the future for the Joint Base (JB) Charleston Performance-Based Remediation (PBR) contract. The 772 Enterprise Sourcing Squadron (ESS) is considering a performance-based approach for environmental remediation and construction at JB Charleston, SC. The Acquisition Strategy has not yet been approved for this requirement. Should the Air Force determine to proceed with this requirement, it will be processed using FAR Part 15 procedures and will result in a "C" type contract. If the Air Force elects to proceed with this requirement, a formal solicitation will be finalized and posted to FedBizOpps at a later date. The Air Force anticipates that this requirement will be a Small Business Set-Aside, but a final determination is still pending approval. The anticipated Rough Order of Magnitude (ROM) for this requirement is between $10,000,000 and $25,000,000. This ROM is subject to change during finalization of requirements. This effort is a validated FY2015 requirement; however funds are not currently available. The Air Force reserves the right to cancel this requirement at any time. As part of this notification, the Air Force also announces a scheduled site visit concerning the requirement. Attendance at this site visit is not mandatory and is at the sole discretion of each firm. The Air Force will not reimburse participating firms for site visit costs. No formal Request for Proposal (RFP) has been issued to-date. Currently, in order to meet time schedules, the Air Force is requesting that companies planning to send representatives to the site visit submit the names of the individuals attending. It is the Air Force's intent to review general base information, site specific information, and provide a walk-around of sites during the site visit. Documentation pertaining to the site visit will be provided via the Google Doc site included under Draft SOO Enclosure 2, Key Documents List, in a separate Site Visit folder. The information will be updated as necessary. The site visit for this PBR effort will be held between 20 and 24 October 2014 at JB Charleston, SC and will follow the general schedule outlined below. All attendees MUST arrive at the start time indicated for sign-in and site visit presentation. Ending times are approximations. Attendance is limited to two (2) individuals per company. For security purposes, if your company intends to attend the site visit, the personnel identified as attending must remain the same. No substitutions are allowed. Site Visit Schedule Dates of Site Visit: 20-24 October 2014; All times below are Eastern Daylight Time 20 October 2014 - Arrive 0800; Start Site Visit 0830; Conclude Site Visit ~1600 21 October 2014 - Start Site Visit 0800; Conclude Site Visit ~ 1600 22 October 2014 - Start Site Visit 0800; Conclude Site Visit ~1600 23 October 2014 - Start Site Visit 0800; Conclude Site Visit ~ 1600 24 October 2014 - Start Site Visit 0800; Conclude Site Visit ~ 1200 Meeting Location: TBD General Information: The base will provide transportation to the sites from the meeting location via Government vehicles. All site visit attendees will be escorted by an approved Government representative. Therefore, all site visit attendees must be on time. Each individual attending the site visit will need to submit the following information to the points of contact below no-later-than (NLT) 1530 CT on 29 September 2014. If this information is not submitted by the required date indicated above, your company will not be able to attend the site visit due to security concerns. 1.) CRITICAL MILESTONES MILESTONES DATE Submit list of Attendees 29 Sep 2014 Site Visit 20-24 Oct 2014 Site Visit Questions due 03 Nov 2014 Project Narrative: The 772 ESS/PKB is considering a performance-based approach for Site Closeout (SC) involving remedial action efforts at JB Charleston in South Carolina. Performance-Based Remediation (PBR) emphasizes results in terms of environmental clean-up for an entire installation (fence-to-fence), or group of installations, in lieu of a study-based approach. The PBR approach looks for technically and cost-effective methods for achieving this clean-up by focusing on achievement of desired objectives without specifying the processes or technologies for obtaining those objectives. The PBR initiative has an overarching goal to implement remedies as necessary to protect human health and the environment that maximizes the number of SCs or advance sites as close to SC as practicable during the Period of Performance (POP) in the most efficient and cost effective manner that achieves the greatest reduction in Life-Cycle Costs (LCC). If SC with no new institutional controls is not obtainable within the POP of this effort, the Contractor shall outline the Optimization Exit Strategy (OES) that will be implemented to accomplish SC in future years. The POP is estimated at 120 months from date of award if all options are exercised. Additional Information: Additional information is also provided for your review.
