- This is a combined synopsis/solicitation: N00189-14-T-0456 being released in accordance with FAR Subpart 12, Acquisition of Commercial Items and FAR Subpart 13, Simplified Acquisition Procedures. This announcement and its attachments constitute the request for price (RFP) for the required supplies and services listed in this solicitation. This announcement constitutes the only solicitation; a written solicitation will not be issued and paper copies will not be available. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS and NECO (http://www.neco.navy.mil). This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-76 and DFARS Change Notice 20140828. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://www.acq.osd.mil/dpap/dfars/index.htm and http://www.acqnet.gov/far. The North American Industry Classification System (NAICS) code for this acquisition is 314999 and the Employee Size Standard is 500. This is a 100% Small Business Set-Aside. Fleet Logistics Center (FLC) Norfolk, VA intends to award a Firm Fixed Price purchase order for the fabrication of 3150 Insignia Name Badges for the new Department of Defense (DoD) Flame Resistant Variant (FRV) Coveralls. NAVSUP FLC Norfolk will only accept responses from qualified sources that currently hold a valid product description (PD) certification from the Navy Clothing and Textile Research Facility (NCTRF) for the following items: NCTRF PD 03-14 INSIGNIA, NAME BADGE, FLAME RESISTANT VARIANT COVERALL and NCTRF PD 04-14 INSIGNIA, NAME BADGE, LEATHER. All qualified sources should contact DeAnn Cloaninger, 757-443-1328 (deann.cloaninger@navy.mil) with product pricing lists. Each response must clearly indicate the capability of the source to meet specifications as described in this solicitation. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the NECO website for posting of the RFP and any amendments hereto. The Government will not pay for the information received. By submitting a response, the source is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of a response, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. The Contracting Officer will evaluate each sequential proposal in accordance with FAR 13.106-2 and award will be based on the offer that represents the best value to the Government.
