- Sole Source Intent Special Notice F3L3DA4261AG05 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE 21st Contracting Squadron, Peterson AFB, CO intends to award a purchase order on a sole source basis on or about 29 Sep 2014 to Shallbetter, INC. Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The prospective contractor shall provide all tools, materials, parts equipment and labor necessary to repair 15kV, 3-phase, 2400 kVAR capacitor bank located on Peterson Air Force Base (AFB), Colorado, in a manner that will comply with commercial standards and in accordance with (IAW) all applicable federal, state, and local regulations for to continuous, safe operations. The work will include replacing failed Vacuum Switch (VSV), (6 each). The contractor will return all VSV's to the 21 CES Electrical representatives. The contractor will also need to replace fuses, fans, fan thermostats, relays, exterior warning stickers, and light bulbs as needed to restore safe and full operation of capacitor bank. 21st Contracting Squadron intends to execute this action as a sole source to Shallbetter, INC. Shallbetter, Inc is the only source capable of providing the services required at the level of quality required because the needed parts and services are unique and highly specialized. The existing equipment was designed and constructed by Shallbetter, Inc for the specific needs of Peterson Air Force Bases medium voltage distribution system. They hold key engineering documentation (ie. drawings, torque specifications, parameter settings, fuse sizes, etc) and technical knowledge that will ensure this equipment is able to be placed back into safe and operational service. Additionally, Shallbetter, Inc will be able to make a more rapid diagnosis of any problems as they are intimately familiar with the construction of their own equipment. The North American Industry Classification System (NAICS) code for this requirement is 335311 with the size standard of 750 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which, if received within two calendar days of publication of this notice, shall be considered by 21st Contracting Squadron. All responses must be submitted to the Government point of contact at the email address shown below.
