Agency/Office: National Institutes of Health Location: National, Heart, Lung, and Blood Institute, Rockledge Dr. Bethesda Maryland Title: Sjogrens Syndrome Transriptome Analysis Description(s): THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive, sole source basis to Dr. Hongen Yin, 5225 Pooks Hill Road, APT 1726S, Bethesda, MD, 20814, to provide professional services in Sjogren's Syndrome research, for the NIDCR. The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The Molecular Physiology and Therapeudics Branch (MPTB) pursues a comprehensive bench-to-bedside program to understand the molecular basis of salivary gland function and dysfunction and to develop strategies for the diagnosis, prevention, and management of salivary gland diseases. Clinical and translational studies focus on mechanisms of, and therapies for, salivary gland dysfunction caused by head and neck irradiation and diseases such as Sjogren's syndrome. The branch has a need to study whether patients with Sjogren's Syndrome have any intrinsic abnormalities in the salivary gland that may predispose them to SG dysfunction. The contractor shall: - Prepare and analyze samples from Sjogrens patients using microarray technology - Explore if striking female predominance of SS can be explained by intrinsic differences in salivary glands - Compare gene expression profiles in patients and develop rapid transgenic animal models of these conditions to assess their effect on expression - Identify abnormalities that are important in the chronic inflammatory process and loss of epithetial function - Conduct studies under protocols 84-D-0056, 94-D-0018 and 99-D-0070 - Expertise in performing rheumathological assessment of rodent models of autoimmune disease as well as novel technology to follow changes in gene expression - Research data and reports will be collected and maintained on a daily basis - A completed final summary of results will be submitted at the end of the period of performance Sole Source Justification: The sole source justification is based on the fact that Dr. Hongen Yin has been performing this work for the past two (2) years at NIDCR under NIH protocol numbers 84-D-0056, 94-D-0018, and 99-@-0018. Dr. Yin has the background, knowledge and experience needed for this research project. Dr. Yin obtained her medical degree from Shandong University in China and then a Masters and Ph.D. in Rheumatology and Immunology from the Department of Rheumatology and Clinical Immunology, Pecking Union Medical College Hospital, Chinese Academy of Medical sciences. Since completing post doctoral training in the US in NEI and in NIDCR, Dr. Yin has gained an extensive background in rheumatologic diseases and animal models of Sjogren's Syndrome which are applicable to our needs on this research project in Sjogren's Syndrome. This order is a continuation of the research already conducted, it would be detrimental to the project if another small business contractor took over the project, the cost of time bringing the new contractor up to speed on the project and the possibility of delay would result in a loss of data. The Period of Performance will be 1 (one) year, 10/1/14 - 9/30/15. The delivery point is The National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, MD. The North American Industry Classification system (NAICS) Code is 541720, size standard $20.5M, RESEARCH AND DEVELOPMENT IN THE SOCIAL SCIENCES AND HUMANITIES. The acquisition is being conducted under FAR part 13, Simplified Acquisition Procedures, therefore the requirements of FAR part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-76 (August 2014). Interested parties may identify their interest and capabilities in response to this synopsis by September 24th, 2014 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct future competitive procurements.
