Description

The Department of Veterans Affairs, Network Contracting Office 17 (NCO 17), 5441 Babcock Road, San Antonio, TX intends to award a sole source, firm fixed price contract to Mar Cor Purification, Inc 4450 Township Line Rd, Skippack, PA 19474. The requirement will be for Mar Cor Purification, Inc to provide preventive maintenance and repair services on the following government owned Mar Cor Purification systems which are proprietary to Mar Cor Purification Inc. Location is the South Texas Veterans Health Care System, Audie L. Murphy VA Hospital, 7400 Merton Minter Blvd, San Antonio TX 78229. The applicable NAICS code for this procurement is 811219.The size standard is 19 Million Dollars. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). Based on information the Government has received from Mar Cor Purification, Inc as the Original Equipment Manufacturer of the Mar Cor Purification, Inc they are the sole provider of preventive maintenance and repair service on these systems. They do not authorize other service providers to work on these systems. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Officer, Ross.Futch@va.gov no later than Monday September 22, 2014, 4 PM EST. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
