- This is a Notice of Proposed Contract Action under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy the agency requirement. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 750 employees. AFRL/RISA is developing Android Tactical Assault Kit (ATAK) and Marti software which runs on hardware systems currently being used operationally. Hardware identical to that of our end user is required for testing of the ATAK/Marti software to ensure operational compatibility and risk mitigation for transitioned software. This requirement for Wave Relay Quad Radio Routers is to ensure that radios ordered are identical to that of the operational user. To meet this requirement, the Government intends to negotiate a sole source contract with Persistent Systems, 303 5th Avenue, Manhattan, NY 10016 Under the contemplated contract, Persistent Systems will provide two (2) Persistent Systems Quad Radio routers with associated hardware. The Quad radio routers have four (4) internal radio modules; of which two (2) are programmed to the 2.3-2.5GHz and two (2) are programmed to 5GHz frequencies. Each radio requires multiple Ethernet ports, audio port, power connector, power over Ethernet capability and multiple mounting configurations. Radio must be FIPS 140-2 validated and contain Suite B Algorithms. The Government has determined that there is no other commercial source that can meet this requirement. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2014.
