- SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT. Under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services can satisfy agency requirements, it is the Government's intent to award a sole source to National Instruments, 11500 N Mopac Expwy, Austin TX 78759 for the purchase of NI Dev Suite Site License to upgrade to the current NI Dev Suite software currently being utilized in the Inhalation Toxicology Laboratory at Aberdeen Proving Grounds, MD. The current software is outdated and the upgraded version is required to meet mission needs for continued support. A solicitation document (No. W81XWH-14-T-0487) will be published on FedBizOpps and will include a redacted copy of the sole source justification. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
