Description
The Federal Aviation Administration (FAA), Flight Inspection Services (FIS) has a requirement for a programmable step attenuator to provide a fast and precise means for electrically controlling the level of signal attenuation in an aircraft Air Traffic Control Radar Beacon System (ATCRBS)/Mode S transponder system. This equipment will be installed on the FAA ™s Flight Inspection Aircraft and integrated with other flight inspection systems. The vendor ™s product/equipment information being submitted for evaluation must meet the stated minimum requirement criteria as listed. These minimums will be used by the FAA as a means of assuring the performance characteristics of the airborne product/equipment submitted can meet the rigorous flight condition of Flight Inspection aircraft. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendors ™ expense. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from both large and small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing FAA initial and recurrent pilot training for the type of aircraft identified above. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a size standard of 750 Employees. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: a. Type of services provided by your firm, b. Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance), c. Number of years in business 2. Geographical areas where your company can provide services. 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses if any. 4. Completed Attachment A. Respondents must respond with the Business Declaration, Capability Statement and Attachment A. All responses to this market survey must be received by October 17, 2014 at 3:00pm CST.
