Model Precinct and Community Police Advisor (MPCPA) San Salvador, El Salvador Issuance Date: 9/18/2014 Closing Date: 10/2/2014 SOLICITATION NUMBER: PSC-14-048-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. SOLICITATION NUMBER: PSC-14-048-INL 2. ISSUANCE DATE: 09/18/2014 3. CLOSING DATE: 10/02/2014 4. TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 3:00 PM, EST 5. POSITION TITLE: Model Precinct and Community Police Advisor (MPCPA) 6. MARKET VALUE: $81,535 - $119,737 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: San Salvador, El Salvador 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Background The International Narcotics & Law Enforcement Section (INL) in El Salvador implements programs funded by the Department of State (DOS) Bureau for International Narcotics and Law Enforcement (INL), Office of Western Hemisphere Programs (INL/WHP). INL is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for DOS. The Bureau's Model Precinct and Community Police Advisor (MPCPA) in El Salvador oversees the country's Community Police Initiative programs in Central America. Purpose of the contract The MPCPA will serve as the on-site expert on a full range of issues related to managing the Model Precinct project, with the stated objective of assisting the National Police of El Salvador implement "best practices" for reducing gang-related crime and violence within targeted communities. The Advisor will coordinate Community Police and Model Precinct programs with INL's Regional Gang Advisor (RGA) and other Police Advisors, as well as Command level officials in the Salvadoran National Police. The MPCPA will provide technical law enforcement expertise, policy guidance, technical assistance, and training on behalf of INL in support of host-nation efforts to improve community-policing techniques and reduce gang activity within targeted communities. The MPCPA will provide significant input in strategic planning and development of future Model Precinct projects in El Salvador. Relationship The Advisor will receive direct supervision from the INL Coordinator, and assignments and direction from the INL Director and the Embassy Front Office. The Advisor will work in partnership with INL personnel. Duties and Responsibilities a. Review the organizational and operational capacities of the various elements of El Salvador's National Civilian Police (PNC), including its working relationships with the Ministry of Public Security and the Ministry of Education, and in consultation with the RGA and the Corrections Advisor, develop a plan of assistance that will promote effective community policing practices. b. Establish collaborative partnerships in the community between the PNC and the individuals and organizations they serve to develop solutions to problems and increase trust in the police. c. Assist the PNC in developing best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools. d. Initiate and coordinate neighborhood crime watch programs. e. Assist the PNC in developing best practices to implement, oversee, and coordinate best practices for achieving the goal of crime reduction at the precinct or higher level. f. Identify training needs of the Model Precinct's personnel by proposing training options and searching available courses in Central America or the U.S. g. Ensure model precinct projects are in accordance with the objectives and terms established in the Letter of Agreement, the INL Gang Initiative Work Plan, or similar document. h. Advice and assist in procuring technical services, training, and commodities, as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of items procured. i. Prepare quarterly and annual reports of the project's progress. j. Prepare an annual strategic plan for the model precinct project. k. Attend meetings with U.S. and host government officials as requested, including the regional working group meetings. Complexity The work involves managing and providing technical expertise on a number of different assignments to various offices and stakeholders. The ability to perform complex analysis is essential in coordinating community police initiatives to manage INL objectives. Scope and Effectiveness The Advisor will perform broad and extensive assignments related to programs spanning the full-range of issues for managing INL-supported Model Precinct projects with the stated objective of assisting the PNC implement "best practices" for reducing gang-related crime and violence within targeted communities. Personal Contacts The Advisor will work closely with INL, U.S. law enforcement personnel, Embassy personnel, host government officials (including the Director of PNC) and others. Minimum Qualifications 1. US Citizen, able to obtain/maintain a Department of State Secret security and medical clearance. 2. Bachelor Degree in Criminal Justice or related field from an accredited institution and 15 years of local law enforcement experience. 3. Demonstrate relevant work experience and/or 5 years at a management level, particularly in the areas of law enforcement program management, training, and problem-solving methodologies. 4. Five (5) years of second-line (or higher) supervisory/management experience at a precinct or equivalent level in a mid-size or larger municipal police department, (i.e. serving a jurisdiction with a population of 200,000 or more). 5. Spanish Language capability at the 3/3 level (good working knowledge). 6. Demonstrate communications and liaison skills appropriate for work with a wide variety of government, public, and private sector representatives, as well as with local community members and groups. 7. Ten (10) years of experience in managing program resources, including project analysis, design, implementation and evaluation. 8. Proficient in Microsoft Office Suite 9. Physically able to work and travel in the region, including remote and rural areas. 10. Willing to work in highly hazardous environments where exposure to verbal and physical threats from criminal elements are highly likely 11. Knowledge in decentralized decision-making, involving flattening the hierarchy of an organization; increasing tolerance for risk-taking in problem-solving efforts; and giving others discretion in handling sensitive situations. 12. Knowledge and experience in U.S. Government regulations, standards of conduct, and ethics. 13. Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 120 days arrival at Post. Evaluation Criteria Factor 1 Oversight (30 points) Offeror's relevant experience in planning and developing law enforcement strategies and programs for crime reduction, and ability to coordinate with host country civilian and police officials, and donor community. Factor 2 Development/Implementation (30 points) Offeror's capability to serve as role models for taking risks and building collaborative relationships to implement community policing; using the position to influence and educate others about it. Demonstrated ability to constantly emphasize and reinforce community policing vision, values, and mission within their organization and support and articulate a commitment to community policing as the dominant way of doing business. Demonstrated capacity to identify and coordinate training needs for the police officers serving in the community. Factor 3 Program Management (30 points) Offeror's knowledge of program management, concepts, practices, and principles in order to analyze and develop recommendations for program implementation and objectives of the USG. Factor 4 Past Performance (10 points) Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources). Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
