- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on September 25, 2014: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $4 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed ( as the prime contractor ) pre cast, pre stressed concrete beam box; asphalt pavement; roadway aggregate; reinforcing steel; and culvert pipe. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: AZ FLAP 57(1), 65(1) and 81(1), Lynx Bridge, Thumb Butte Road and Red Rock Loop Road This project consists of work elements in three separate locations within Yavapai County Arizona and within two forests - Prescott National Forest and the Coconino National Forest. Site 1: Lynx Creek Bridg e is located in the Prescott National Forest and near Prescott, Arizona. This site consists of replacement of a one lane bridge with a new two lane structure and associated approach roads. The bridge is located on Walker Road (CR 57). The replacement structure is a precast, pre-stressed concrete box beam structure with phased construction. Site 2: Thumb Butte Road is located near Prescott, Arizona and is located in the Prescott National Forest. Thumb Butte Road is also known as County Route 65. A portion of this roadway on each end of the route is currently paved. This project will improve the section that is unpaved with a new paved surface and improve roadside drainage. The current gravel roadway template only needs minor improvement to accommodate the paving. Site 3: Red Rock Loop Road is located near Sedona, Arizona and is located in the Coconino National Forest. This route is also adjacent to the Red Rock State Park. This route also has paved portions on each end of the route. This project will pave the gravel section between, add culvert pipes under the roadway and pave the final alignment for a consistent paved surface through the entire route. Significant Quantities: Schedule A Roadway Aggregate, Method 28,480 TN Hot Asphalt Concrete Pavement 6,880 TN Prime Coat 30,100 SY Precast, Pre-stressed Concrete Box Beam 666 LNFT Reinforcing Steel 5,500 LB Reinforcing Steel (Epoxy) 3,300 LB 24 Inch Pipe Culvert 350 LF Guardrail System G4, TY 4, Wood Posts 1,600 LF It is anticipated that this project will be advertised in October, 2014 with construction occurring from January through August, 2015. The contracting range for this project is between $3 million and $4 million.
