- Technical Evaluation Criteria Combined Synopsis Information TO 27-2014 SOW The scope of this effort is to provide audiovisual engineering and technical assistance to design, engineer and implement a fully functional FEMA Region 9 RRCC that may serve as and enhance RRCC missions. The approach in response to this task order shall consider 2 phases for implementation and proposal. Phase one shall include a baseline configuration that will allow each RRCC to function at equivalent capacity to perform essential tasks related to RRCC operations. Phase 2 shall include capability to provide situational awareness The contractor shall be responsible for providing program management, requirements gathering and analysis, design engineering services, system implementation and integration, training, and maintenance as described in this Task Order. The FEMA RRCC's are of high national importance regarding the Federal response to all hazard disaster events. To enhance their ability to execute their mission set, they must have standardized upgrades that equip each with the same emergency management resources and capabilities. The end result will be fully functional, standardized RRCC that meet the requirements and capabilities addressed in the FEMA approved Design Proposals based on the contractor provided options. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular_FAC 2005-76. Solicitation number HSFE80-13-R-0019 is issued as a request for proposal (RFP). This solicitation is un-restricted. NAICS: 541512 PERIOD AND PLACE OF PERFORMANCE The period of performance will be for 12-months.
