Solicitation Number: TBD Notice Type: Special Notice OVERVIEW: The Project Manager Soldier Weapons (PM SW) will be hosting a third Modular Handgun System (MHS) Industry Day Event on 28-29 October 2014 at Fort Belvoir, VA. The purpose of this event is to review and address any advanced questions that prospective vendors have provided regarding the DRAFT Request for Proposal (RFP), which is scheduled to be released at the end of September 2014. The Government requests vendors to submit any questions in writing prior to 15 October 2014. Specifically the Government is seeking feedback on the following topics: 60 day proposal submission response time and contract delivery requirements, Section B -Schedule, Statement of Work Requirements, and Evaluation Factors. Additionally, any and all questions related to this draft RFP are encouraged. This event will also include an exchange of information with participating vendors and U.S. Government. One-on-One Sessions will also be conducted as described below. This event is for U.S. Government planning purposes only and constitutes a request for exchange of information pursuant to FAR 15.201. This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Industry Event. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE U.S. GOVERNMENT TO ISSUE A SOLICITATION. The U.S. Government will NOT ACCEPT proposals at this time. NOTE: The U.S. Government will not be responsible for any expenses incurred by a vendor's decision to participate in this MHS Industry Event. All travel and other associated costs are to be assumed by the interested vendor. INDUSTRY DAY FORMAT: The MHS Industry Day will start at 8:00 am EST on 28 October 2014 at DAU-Thurman Auditorium (Humphreys Hall), with check-in beginning at 7:00 am EST. Industry Day will begin with a general session, and during this session the Government plans to present Government expectations of the MHS Program. At the conclusion of the general session, the Government will provide responses to previously received vendor written questions. The questions and answers presented at this session will be posted on FedBizOpps at a later date. Should a vendor desire one-on-one time with the Government to address specific concerns, there will be an opportunity to do so during the afternoon of 28 October and all day on 29 October. Interested parties should express their interest when registering for Industry Day. One-on-one sessions will be scheduled on a first come first served basis. Vendors will be allotted approximately 30 minutes and will receive a scheduled timeslot. If a vendor has presentation materials that would assist in the discussion, these may include, but are not limited to, PowerPoint presentations, written material, videos, brochures, etc. Any electronic media must be on a CD/DVD. No USB flash drives are permitted. NO HARDWARE OF ANY KIND WILL BE PERMITTED AT THIS EVENT. Proprietary vendor information will be treated confidentially and discreetly. No cameras, tape recorders or other reproduction devices will be allowed. REGISTRATION INSTRUCTIONS: Due to limited space and time, ONLY FIREARMS AND AMMUNITION MANUFACTURERS WILL BE PERMITTED TO ATTEND. No more than three (3) representatives may attend from each vendor. This restriction will be strictly enforced. All registrants must provide a government issued photo identification at check-in. INTERESTED PARTICIPANTS MUST REGISTER NO LATER THAN 15 October 2014. NOTE: FOREIGN VISITORS PLEASE BE COGNIZANT OF THE ADDITIONAL TIME REQUIREMENTS FOR REGISTRATION. All visitors must be registered in the Fort Belvoir Security System prior to Industry Day. To register you MUST contact Mr. Vincent Turco, Contract Specialist, via email at: vincent.f.turco.civ@mail.mil; and Dan Potempa at: daniel.l.potempa2.civ@mail.mil. Interested vendors should include the following details in the registration email: company name; CAGE code; names of each (of the up to three (3)) representatives who will attend the Industry Day; and the nationality of each attendee. Each attendee must also provide a signed Non-Disclosure Agreement. NOTE: Foreign individuals will need to be approved and comply with all instructions determined by the Army Contracting Command Foreign Disclosure Officer. Information on foreign individuals will need to be received no later than 30 days prior to attending. Any request for a substitution of personnel must be received no later than 5 pm EST on 23 October 2014 and is subject to approval by the U.S. Government.
