- N00421-12-R-0012 United States Navy Test Pilot School Instructors This is a pre-solicitation notice and a preliminary draft release of the solicitation for the U.S. Navy Test Pilot School Instructors. The Naval Air Warfare Center - Aircraft Division (NAWCAD) United States Naval Test Pilot School (USNTPS) has a follow-on contract for Ground and Flight Instructor Support Services. The U.S. Naval Test Pilot School (USNTPS) trains and graduates qualified engineering test pilots, flight test officers, and flight test engineers to conduct Test and Evaluation (T&E) at the Naval Air Systems Command (NAVAIR) and other activities. The instructor staff of the USNTPS provides highly specialized ground and flight instruction for this rigorous course. In addition, the USNTPS instructor staff acts as a technical and scientific advisory group and serves as the primary source of standardization and reference concerning flight test and technical report writing for NAVAIR. The estimated level of effort is 43,200 hours over the five-year period of performance. The place of performance is NAS Patuxent River. The Government's intent is to award a single contract to the offeror who provides the best overall value. The period of performance will be for a total of five years from date of award. A performance-based statement of work will be used. The resultant contract will be a single award Indefinite Delivery Indefinite Quantity type basis. The solicitation will be offered for an unrestricted competition under NAICS code 611512 (Flight Training) with a size standard of $25.5 million. The Product Service Code is U099, Education/ Training - Other. The effort is currently being performed by Wyle Laboratories, Inc, under FFP contract N00421-09-D-0020. Industry questions are requested no later than 3 October 2014. On 29 April 2014 a Sources Sought notice was issued to which five firms responded with Capability Statements. Based on a technical review of those Statements, and in coordination with NAVAIR Office of Small Business Programs, the Contracting Officer determined that an unrestricted competition is appropriate.
