Description
Under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b), soliciting from a single source, the US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, with Data Sciences International (dba DSI, 119-14th Street NW, St Paul, MN 55112-3914, to procure the Ponemah Post-Acquisition Analysis and NeuroScore Software licenses. USAMRAA will issue a firm-fixed price contract award for this requirement. NAICs 511210/$38.5M. This is a logical follow-on procurement for the Ponemah system, proprietary software and licenses to add to and upgrade the system that the US Army Medical Research Institute of Chemical Defense's (USAMRICD) Cell and Molecular Biological Laboratory already has in place and is currently using for funded respiratory toxicant research projects. These projects are on-going so the added and upgraded system will help with the completion of current and future mission-critical research. Estimated cost is $61,976.50. The added and upgraded Ponemah and Neuroscore software system will also allow the Cell and Molecular Biological Laboratory research projects to collect more data, analysis and integration to provide simultaneous readings for heart, lung, and brain function during experiments. The proprietary software is also needed to ensure compatibility with the telemetry devices used. Competing this requirement is not in the Government's best interest since substantial duplication of cost to the Government will be incurred and this cost is not expected to be recovered through competition. Any responses, in writing, to this notice must show clear and convincing evidence that competition will be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information which demonstrates the ability to meet the Government's need. This information must be received no later than (NLT) 1800hrs EST 24 SEP 2014. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
