- Business Process/Technology Solutions that Perform Benefits Calculation & Valuation The Pension Benefit Guaranty Corporation (PBGC) is issuing this Request for Information (RFI) regarding Benefits Calculation and Valuation (BCV) Systems. PBGC will use the information gathered in order to assist the Government in determining the appropriate acquisition strategy for up-grading and /or outsourcing the BCV processes and systems. The Benefits Administration and Payment Department (BAPD) is considering procurement for benefits calculation and valuation services. The purpose of this announcement is to: (1) collect information about the market for benefits calculation and valuation services; (2) identify potential service solutions that could meet PBGC's needs; and (3) obtain industry insight regarding PBGC's requirements and observe demonstrations with live transactions for the process of Benefits Calculation and Valuation. Process methods must support financial accuracy and security audit requirements. The technical solution must comply with National Institute of Standards and Technology (NIST) Security Standards and Guidelines. This RFI involves two PBGC departments directly: The Benefits Administration & Payment Department (BAPD) and the Office of Information Technology (OIT). BAPD manages the termination process for defined benefit plans, provides participant services (including the calculation, valuation, and payment of benefits) for PBGC-trusteed plans, provides actuarial support for PBGC programs, and carries out PBGC's responsibilities under settlement agreements, primarily with pension plan sponsors. A significant amount of BAPD's focus is upon the actuarial calculations done in support of the trusteed plans and for the correct recording of PBGC's overall liability. When it is necessary to terminate a defined benefit pension plan, BAPD collects and values plan assets and liabilities, performs plan financial audits, calculates and values pension benefits, and makes distribution of pension payments.. OIT is responsible for the Corporation's IT programs. Under the management and supervision of the Chief Information Officer (CIO), OIT delivers IT business solutions driven by PBGC's strategic plans and business requirements. OIT operates, maintains, and safeguards PBGC business and infrastructure systems, and plans for, directs, and coordinates the allocation and acquisition of corporate resources for IT services, support, and related activities.
