- The Internal Revenue Service (IRS) intends to extend the term of Contract No. TIRNO-07-D-00004 with Access Systems, Corporation in Reston, VA for an additional 12 month option period pending the competitive award of the follow-on contract. The contract expires on September 30, 2014. The IRS does not anticipate award of the follow-on before this contract expires. The IRS has a continued need for the mainframe peripheral software and maintenance services. The existing Mainframe Peripheral and Software Maintenance Contract (MP&SMC) allows for uninterrupted mainframe peripheral and software maintnenace service capabilities. The current contract services provides maintenance and support services to Tier 1 (mainframe) IBM environment located at the Enterprise Computing Center-Martinsburg (ECC-MTB) and Enterprise Computing Center-Memphis (ECC-MEM). In addition, the contract provides the following: (1) on-site preventive, predictive, and remedial maintenance for International Business Machines Corporation (IBM) and IBM compatible mainframe peripheral devices; (2) support services; and (3) software maintenance services, and software license support for commercial off-the -shelf (COTS) software products as licensed for IBM mainframe computer systems. The current Indefinite Delivery, Indefinite Quantity (IDIQ) contract will provide continued support while a competitive follow-on effort is acquired. The extension will start on October 1, 2014 through September 30, 2015. This synopsis is a notice of intent to issue a modification to the current contract, and will thus be awarded other than full and open competition and should not be considered a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made in accordance with FAR 6.302-1 and 41U.S.C.253(c)(1) and is soley at the discretion of the Government.
