Description
This notice is hereby amended to indicate that interested organizations may submit their capabilities and qualifications to perform the effort in writing to karyn.d.price@usace.army.mil no later than 12:00 pm EST on 22 September 2014. The U.S. Army Corps of Engineers (USACE), Philadelphia District, intends to negotiate and award a Sole Source contract to Chesapeake Bay Diving, Inc., 655 Mt. Vernon Avenue, Portsmouth, VA 23707-2018, to provide dive services for the Field Research Facility (FRF) in Duck, NC. This contract will cover diving services in the near-shore regions of the Atlantic Ocean and adjacent sounds, most often at the FRF, but also along the coast and inland waterways of the Mid Atlantic Seaboard. Chesapeake Bay Diving is the only firm with a thorough understanding of Acoustic Doppler Current Profiler, Acoustic Wave and Current Meter, pressure sensors, thermistor strings, and local knowledge of the FRF instrument array configurations, historical cable configurations, and the location of trunk lines and splice points. Chesapeake Bay Diving, Inc. has performed the dive services for the FRF in Duck, NC for over 10 years and FRF personnel have invested considerable time in training and conveying required local knowledge of its instruments and ancillary configurations/terminations. Changing contractors for this critical requirement would pose a significant risk to the Government. The intent of this procurement is to award on a sole source basis under simplified acquisition procedures as authorized by FAR 13.106-1 (b) (1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to karyn.d.price@usace.army.mil no later than 12:00 pm EST on 22 September 2014. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. The Government will not pay for information received. The NAICS code is 561990 and the business size standard is $11 million.
