Description
This notice of intent is hereby amended to reflect that interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kishayra.j.lambert@usace.army.mil no later than 12:00 pm EST on 22 September 2014. The U.S. Army Corps of Engineers (USACE), Philadelphia District, intends to negotiate and award a Sole Source contract to Oceanweather, Inc., 5 River Road Suite 1, Cos Cob, CT 06807-2717, to provide wind/pressure fields for a set of Extreme Storms (extra-tropical and tropical) for four regional domains (New England, Mid-Atlantic, South-Atlantic and Florida/Bahamas Bank) along the Atlantic Coast. The wind/pressure fields must be compatible in all aspects (form, fit, and function) with existing wind/pressure fields presently used by USACE's Wave Information Study (WIS). All wind/pressure field specifications used in the WIS have all been developed by Oceanweather, Inc. Therefore, Oceanweather, Inc. is the only responsible source capable of providing the wind/pressure fields. Oceanweather, Inc. has over the past three decades supplied all wind/pressure fields for the WIS effort and changing contractors would present a significant risk to the Government as the entire wind/pressure field archives would have to be regenerated, and the entire WIS hindcast re-run. Long-term wave climatology needs to remain consistent and results from another contractor would therefore be of little to no use. The intent of this procurement is to award on a sole source basis under simplified acquisition procedures as authorized by FAR 13.5 - Test Program for Certain Commercial Items. The Government intends to acquire a commercial item using FAR Part 12 subject to the order of precedence provided at 12.102 (c). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kishayra.j.lambert@usace.army.mil no later than 12:00 pm EST on 22 September 2014. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. The Government will not pay for information received. The NAICS code is 541690 and the business size standard is $15 million.
