- The U.S. Army Corps of Engineers (USACE), Philadelphia District, intends to negotiate and award a Sole Source contract to University of North Carolina Coastal Sciences Institute, (UNC-CSI), 850 NC 345, Wanchese, NC 27981, for the refurbishment and expansion of an existing estuarine observation system. UNC-CSI designed, built, and maintained the current observation and monitoring station, and this contract will continue the development of this highly complex and specialized observing system in order to improve and expand the existing system. In addition, access to the pre-existing platform is restricted to members of the UNC Educational System, of which CSI is a part, and they alone have sole authority to maintain, modify, and improve the complex, existing observation station. Therefore, UNC-CSI is the only responsible source capable of meeting this requirement. The intent of this procurement is to award on a sole source basis under simplified acquisition procedures as authorized by FAR 13.106-1 (b) (1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kishayra.j.lambert@usace.army.mil no later than 3:00 pm EST on 22 September 2014. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. The Government will not pay for information received. The NAICS code is 541712 and the business size standard is 500 employees.
