Description
Summary of Requirements The Spanish Ministry of Defense (MOD) intends to issue an Invitation for Bid (IFB) for the Independent Performance Evaluation and Assessment Capability (IPEAC) of the Bi-SC AIS Core Information Services projects contained in Capability Package (CP) 9C0150. The scope of the IPEAC project is to provide validation and verification, in the form of a performance assessment and evaluation team, to provide the NATO resource community with independent advice on the CP implementation, technical, and financial status. A summary of the requirements of the project is set forth in the attachment. In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) have a SECRET facility security clearance, 3) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 4) be nominated to the bidders list by the U.S. Government. Performance of the contract requires that all participating personnel be cleared at the level of NATO SECRET. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the contracting entity the required NATO security clearance certifications. The U.S. Department of Commerce will be using IFB-2014-0IS07001 as its reference for this project. Potential bidders must have proven experience in performing consultancy or performance evaluation in contracts of similar size and complexity. They will be required to submit an original signed document whereby the Spanish MOD may verify compliance with this specific requirement. Firms must also have a Quality Assurance system certified at the AQAP-2110 level. An original and updated document must be provided by the bidders showing compliance with this requirement as well. Prospective bidders are advised that future procurement actions may contain exclusion provisions preventing the contractor on IPEAC from participating as a contractor or sub-contractor in follow-on work on a CP 9C0150 project where a conflict of interest may arise. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: - Request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application): 16 October 2014 - IFB planned to be released: December 2014 - Bid closing date (tentative): February 2015 - Anticipated Contract Award: 2nd Quarter 2015 - Contract Performance: 2015 - 2020
