- The Naval Air Warfare Center Aircraft Division (NAWCAD) located at Patuxent River, MD announces its intent to procure services necessary to fulfill an existing requirement for engineering analysis in support of the Program Manager Air, Tactical Airlift, Adversary and Support Aircraft (PMA-207). PMA-207 has a requirement to perform an Engineering Gap Analysis of the Automatic Flight Control System (AFCS) currently on the C-130T aircraft and other C-130 type model series; and, provide a report documenting their findings of the analysis. The Engineering Gap Analysis is necessary to support the Avionics Obsolescence Upgrade (AOU) to be conducted on twenty United States Navy aircraft (US Navy) and is critical to attaining successful airworthiness certification at the Naval Air Systems Command (NAVAIR). The Engineering Gap Analysis and report will provide significant data including, but not limited to, the identification of the technical risks associated with the installation, testing, and fleet usage of the AFCS, providing substantiating documentation of the weapons replaceable certification of the AOU AFCS, providing substantiation documentation of other AOU AFCS "like" systems installed in other aircraft, and the identification of the differences between specific types of aircraft and concerns resulting from those differences regarding the aircraft structure, power plants, actuators, sensors, and wiring. The Government intends to procure said services on an other than full and open competition basis by entering into a sole source acquisition with Honeywell Technology Solutions, Inc. (HTSI) being the only source capable of providing the required analysis and report at the level of quality required. HTSI is the only capable manufacturer of the AFCS currently in use on the US Navy C/KC-130 aircraft platforms for which the analysis is being conducted; and as a result, HTSI is the only company that possesses the knowledge required for this effort due to possessing the technical data and technical data rights required for this effort. The required analysis is currently offered by HTSI through their GSA schedule number GS-23F-0393K. The Government contemplates awarding a firm-fixed-price contract for this effort. This equipment is being procured under PSC code H116, and NAICS code 541330, with size standard of $38.5 Million. The Government intends to negotiate on a sole source basis with HTSI located at 7000 Columbia Gateway Drive, Columbia, MD 21046 under the authority of FAR 8.405-6. This notice of intent is not a request for competitive proposal. However, interested parties may submit a capability statement. All capability statements received in response to this notice must be received by 9/23/2014 and will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The Government reserves the right to process this procurement as a sole source based on the response received. NOTE: DFARS 252-204-7004 Alt A "SYSTEM FOR AWARD MANAGEMENT (FEB 2014)" applies to all solicitations.
