- The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, MD. PMA207 has a requirement for a Gap Analysis of the Honeywell Automatic Flight Control Systems installed on the KC-130J, C/KC-130T, and other C-130 type model series and the new AFCS. The Government intends to negotiate on a sole source basis with Honeywell Technology Solutions, Inc. (HTS), 7000 Columbia Gateway Drive, Columbia, MD 21046 under the authority of FAR 6.301-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Honeywell is the original manufacturer of the existing AFCS on the C-130T and retains proprietary rights to the data needed for this analysis. The Government contemplates award of a firm-fixed-price contract. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement in response to this synopsis. The Government reserves the right to process this procurement as a sole source based on the responses received. NOTE: DFARS 252-204-7004 Alt A "SYSTEM FOR AWARD MANAGEMENT (FEB 2014)" applies to all solicitations. Lack of registration in System for Award Management (SAM) database will make an offeror ineligible for award.
