Description
The Naval Air Systems Command intends to award a cost-plus-fixed-fee order under a Basic Ordering Agreement with The Boeing Company of St. Louis, Missouri 63134 for ECP 6462 "Flight Control Computer Operational Flight Program Version 40." This contract will be for non-recurring engineering to develop and test an update to the flight control computer operational flight program for the United States Navy (USN) F/A-18E/F and USN EA-18G aircraft. The period of performance for this effort will be for a period of twenty-four months. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18A-D, F/A-18E/F, and EA-18G aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
