Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation Number: W912HQ-14-T-0023 - Request for Quotation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR 12.603 - Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, effective 25 August 2014. The requirement is a small business set-aside for supplies needed for the Humphreys Engineer Center (HEC) under NAICS code 238220, Heating, ventilation and air-conditioning (HVAC) contractors. The size standard for this NAICS codes is $15,000,000.00. Description: The intention of this solicitation is to obtain a replacement for the two defective air-conditioning units with one unit and restore services back to satisfactory level of preventive maintenance, 7701 Telegraph Road, Alexandria, VA on the grounds of the Humphrey's Engineering Center (HEC). See the Purchase Description for additional details. Partial quotes will not be accepted. General Requirements: A description of the general requirements is provided below: 1. Prior to starting the project we will ensure job site is a safe location. If needed, we will lock out/tag out the equipment in repair to ensure safe working conditions are present for the crew. Should unsafe conditions exist or should unsafe conditions be revealed prior to the start of the job or during the job, any member of the Crockett Facilities Team has the authority to suspend a job until safe conditions are restored. 2. Power down the Floor Mounted Pomona Air A/C system (the current system) and demo the electrical power feed to the existing local service disconnect switch. Isolate, drain and demolish the existing 1-1/4 quote mark copper condenser water lines up to the existing service isolation valves. 3. Demolish drywall partition between the A/C system and adjacent room (750 K&L) in order to facilitate extraction of current equipment. Rig new FHP equipment into place and replace the drywall partition with new. Finish and paint to match existing. Reconnect new equipment to existing electrical service and control voltage feeds. Reconnect to existing condenser water and drain lines. New CW piping shall consist of new strainers, balancing valves, thermometers & gauges. 4. Upon completion of installation, all newly installed equipment and devices shall be tested for proper operation and placed into regular service. Prior to startup of the new A/C system, the ceiling mounted Pomona Air A/C system (750L) shall be demoed in its entirety. Four new 8 quote mark flexible duct connections shall be tied into the existing supply duct associated to the new A/C system and routed to existing ceiling diffusers that were previously associated to the ceiling mounted Pomona Air Unit. Period and Place of Performance: The required supplies are to be delivered no later than 14 days after date of contract award. The delivery locations are provided in the attached Purchase Description document. Date, Time, and Place Offers are Due: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 1:00 pm Eastern Daylight Time (EDT), on Monday, 22 September 2014. All questions regarding combined synopsis/solicitation W912HQ-14-T-0020 must be received in writing at the e-mail address listed below no later than 4:00 pm Eastern Daylight Time (EDT) on Wednesday, 17 September 2014 in order to allow the Government time to review and respond accordingly. Questions received after the date and time specified above are not guaranteed to be answered prior to the solicitation closing date. Quotes, along with the signed DFARS 252.209-7993 provision, should be e-mailed or mailed to the Point of Contact (POC) shown below by the closing date and time. If quotes are mailed, an electronic version of the quote (i.e. CD, DVD, etc.) should accompany the paper copy. If a quote is e-mailed to the POC shown below, it is the offeror's responsibility to ensure that the transmission is received by the Government prior to the closing date and time. Upon receipt of an electronic quote, the Government will acknowledge receipt of that quote via email to the offeror. Site Visit: A site visit will be held on Wednesday, 17 September 2014 from 11:00am - 12:00pm EDT. An Access Request Form must be filled out and submitted to the POC listed below no later than 3:00pm on Tuesday, 16 September 2014.
