- The U.S. Army Contracting Command-New Jersey (ACC-NJ), on behalf of the Program Manager-Close Combat Systems (PM-CCS), Picatinny Arsenal, NJ 07806-5000 intends to issue a solicitation for the production of the following items: 83mm High Explosive Dual Purpose (HEDP) MK3 MOD 0 (DODIC: HX05), 83mm High Explosive Anti-Armor (CP) Practice MK7 MOD 0 (DODIC: HX07) 83mm High Explosive (NE) SMAW MK80 MOD 0 (DODIC: HA34) Inert 83mm High Explosive Dual Purpose (HEDP) MK3 MOD 0, Inert 83mm High Explosive Anti-Armor (CP) Practice MK7 MOD 0 Inert 83mm High Explosive (NE) SMAW MK80 MOD 0 These Rounds offer greater mission flexibility on the battlefield by providing the Warfighter with a weapon capable of defeating a variety of targets. The Contractor shall be responsible for providing all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, produce, and deliver the types and quantities of deliverables specified by the contract. The SMAW Rounds shall be manufactured and tested in accordance with the requirements delineated in the Government-owned Technical Data Package (TDP) and the requirements of the Statement of Work (SOW). The North American Industry Classification (NAICS) Code for this procurement is 332993, Ammunition (Except Small Arms) Manufacturing. The Government intends to fulfill this requirement through Full and Open Competition via a single award, Five (5) year, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract to be awarded on a Best Value Basis. The maximum contract value is estimated at $97,200,000; with a contract minimum guarantee of $11,200,000. This procurement will be rated DO for national defense use, and all provisions of the Defense Priorities and Allocation System Regulation (15 CFR 700) apply. Please note, THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL (RFP). Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This notice should not be construed as a commitment of any kind by the U.S. Government. Any information provided to the Government in response to this notice will become ACC-NJ property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this announcement. It is anticipated that a solicitation will be issued on or about 22 September 2014 on the Army Single Face to Industry (ASFI) Acquisition Business website; https://acquisition.army.mil and Federal Business Opportunities (FedBizOpps) website; https://www.fbo.gov/. Proposals will be required approximately 45 calendar days from issuance of the solicitation.
