- Wage Determination Performance Work Statement Combined Synopsis/Solicitation Exhibit #1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Notice to all Offeror(s)/Supplier(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-76, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20140828, and Air Force Acquisition Circular (AFAC) 2014-0421. This requirement is for the acquisition of non-personal services to repair an Isochronal (ISO) Maintenance Stand, Part No. 38-1-00-5 for Cannon AFB, New Mexico. The solicitation number for this acquisition is FA4855-14-M-V003; the NAICS is 336413, other aircraft parts and auxiliary equipment manufacturing; and the small business size standard for this NAICS is 1000 employees. The proposed acquisition is 100% SET ASIDE for small business concerns. For a better understanding of this qualification, please visit the small business link at http://sba.gov. The acquisition will be competed using a Request for Quotation (RFQ). The Offeror must be an authorized, qualified, and certified vendor and must quote on an all or none basis. Written quotes are required (oral offers will not be accepted). Only one contract will be awarded. Please note that the Government DOES NOT intend to hold discussions; therefore, in order to be considered acceptable, the offeror must demonstrate a clear understanding of the required services as described in the attached Performance Work Statement. All prospective offerors are responsible to visit the web page frequently to obtain the solicitation, any amendments and/or other information pertaining to this solicitation. No telephone or written requests for this solicitation package will be accepted. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. No questions will be accepted after 8:00 AM MDT on Monday, September 22, 2014. Request for Quotation are due NO LATER THAN 3:00 PM MDT on Wednesday, September 24, 2014. NEW MEXICO GROSS RECEIPTS TAX: The state of New Mexico assesses a Gross Receipts tax for firms conducting business within the state. This tax is imposed on the basis of revenue derived from business operations within the state without regard to the locations of the business entity. You are advised that any offer received will be presumed to include this cost of business and any request for adjustment of your price as a mistake in bid either before or after award of a contract will not be considered. The rate of the New Mexico Gross Receipts Tax may be obtained from the New Mexico Taxation and Revenue Office in Roswell, New Mexico by calling 575-624-6065 or by visiting http://www.tax.newmexico.gov/gross-receipts-tax-historic-rates.aspx.
