- JOFOC (USNA GARDEN) The U.S. National Arboretum (USNA) intends to issue a firm-fixed price purchase order on a sole source basis using simplified acquisition procedures to Capital Irrigation & Lighting, Inc. located in Hanover, PA 17331 for the following service; Retrofit an existing irrigation system in the Friendship Garden prior to garden renovation. The proposed award is being conducted under the authority of FAR 6.302-1 (b)(i), only one responsible source and no other supplies or services will satisfy agency requirements. The USNA's existing system no longer provides the required irrigation needs of the new garden design. Due to the sensitive plantings and mature trees USNA requires a contractor with intimate knowledge of the garden. This knowledge is critical in order to avoid unnecessary trenching to minimize plant damage. The proposed contractor has provided services in this garden before and is knowledgeable of the current irrigation system. At this time, no other source has the knowledge of this garden or the existing irrigation system to avoid trenching in the most sensitive areas. To procure the services of another contractor at this time would require spending hundreds of hours of investigation and hundreds of hours of staff time which would negatively impact USNA's mission. The applicable NAICS code is 221310 with a size standard of $7.0 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The purchase will be made under simplified acquisition procedures, other than Full and Open Competition as authorized by FAR 6.302-1, and Statutory Authority: 41 USC 253(c)(1)as implemented by FAR 6.302-1. All interested vendors who believe they have the required knowledge of USNA's Friendship Garden and feel they can provide the aforementioned requirement are invited to submit substantiating documentation in writing to the identified point of contact within 7 days after publication of this notice. This notice is for informational purposes only and is not to be construed as a commitment by the Government.
