Description
This Request for Quote (RFQ), N00189-14-T-Q379 is for Pearl Harbor has a requirement for NTP QFS and File Reporter prepared in accordance with the procedures in FAR 13, and supplemented with additional information included in this notice. The NAICS code is 511210. NAVSUP Fleet Logistics Norfolk Mechanicsburg Site intends to solicit for NTP QFS. All support will be provided by NTP. The period of performance is 9/30/2014 through 9/29/2015. Third party maintenance is NOT approved. A firm fixed Price Requirement Contract is contemplated for the proposed contract vehicle; anticipated award date is on or about Septemeber 29, 2014. Evaluation will be based on the Lowest Price Technically Acceptable Offer. CONTRACTS, PURCHASE ORDERS, TASK ORDERS, DELIVERY ORDERS AND MODIFICATIONS) RELATED TO THE INSTANT PROCUREMENT ARE CONSIDERED TO BE ISSUED BY THE GOVERNMENT WHEN COPIES ARE EITHER DEPOSITED IN THE MAIL, TRANSMITTED BY FACSIMILE, OR SENT BY OTHER ELECTRONIC COMMERCE METHODS, SUCH AS EMAIL. THE GOVERNMENTS ACCEPTANCE OF THE CONTRACTORS PROPOSAL CONSTITUTES BILATERAL AGREEMENT TO ISSUE CONTRACTUAL DOCUMENTS AS DETAILED HEREIN. Brand Name Justification Pearl Harbor Naval Shipyard has a requirement to purchase NTP QFS and File Reporter software in support of a tech refresh to replace current Servers that are at End of Service Life and will no longer be supported. These servers are replacing servers on our Shipyard Local Area Network (SYLAN). Without these applications, the newly refreshed server equipment will not be utilized to its full capacity in successfully supporting the needs of the Navy Nuclear Propulsion Program.The NTP QFS and File Reporter software is compatible with the existing and tech refreshed equipment in Pearls server systems, including HP BL460c Gen Blade Server system and NetApps storage. It is the only known product that can do quota management from network attached storage. The NTP QFS application supports control and management of storage infrastructure. It simplifies management of user data and allows storage manager to set policies to ensure regulations are followed. Key features are quota management, file blocking, and end user infrastructure.The NTP File Reporter application provides a unified analysis of the storage environment with projections, risk analysis, and file-level detail that includes all storage resources regardless of the platform. It is an extension ofNTP QFS, and allows admins to generate reports and manage quotes.Without these applications, PHNSY cannot implement quotas and, consequently, users will consume space quickly. The alternative to software purchase is to continue to buy more space, a direction which would be unsupported.The NTP QFS and File Reporter software is the only product know that will satisfy the government requirement. Therefore, to maintain the consistency of operation, it is in the best interest of the government to procure the brand specific software. 508 Statement For EIT requirements include the following language unless an exception applies: This procurement is for Electronic and Information Technology (EIT). Effective June 25, 2001, the Federal government implemented Section 508 of the Rehabilitation Act of 1973, Amendments of 1998 (29 U.S.C. S 794(d)). Section 508 requires that the federal government only acquire electronic and information technology goods and services that provide for access by persons with disabilities. Therefore, to the extent supplies and services are available in the commercial marketplace, the contractor is required to meet the relevant accessibility standards contained in 36 C.F.R.
