Description
The Defense Commissary Agency, Acquisition Management Directorate, Construction Design Branch (HQ DeCA/LEAAF), anticipates awarding a firm fixed price construction contract to construct a new 141,847 square-foot commissary at Fort Belvoir, Virginia. The primary function of the new facility will be to provide sales and processing of miscellaneous commodities and grocery items for the military community of the installation. The bullets below depict the general nature of the work. The work includes, but is not limited to, the items listed. • New store: A new single-story commissary facility with mezzanine for administration offices. • Building construction includes: Structural-steel frame on cast-in-place concrete foundations. • Building exterior consists of: Precast architectural concrete wall panels with thin brick veneer, aluminum windows and single-ply roof. • The Work also includes: Loading-dock equipment, refrigeration system, fire-protection system, plumbing, mechanical, and electrical work. • Interior finishing and related construction includes: Interior partitions and doors, floor coverings & suspended ceilings in admin areas, polished concrete floors and exposed structure in sales areas. • The sales area includes: Meat, dairy, frozen, produce, deli, bakery, grocery departments, and their refrigerated display cases. • Food preparation and storage areas including prefabricated coolers and freezers. • The front end includes: Checkout counters and space for bagging and cart storage. • Mezzanine level administrative offices/storage areas with elevator are also included. The magnitude of construction for this project is between $25,000,000 and $100,000,000. This is a competitive acquisition for a commissary construction project utilizing Lowest-Priced, Technically Acceptable (LPTA) source selection procedures conducted in accordance with Federal Acquisition Regulation (FAR Part 15.101-2). Award will be made to the lowest priced, technically acceptable responsible offeror. Award will be made on an all or none basis. This acquisition will be conducted in full and open competition. For the purpose of this acquisition, the predominant NAICS Code is 236220. The Business Size standard is $33,500,000. The pricing schedule for this solicitation will consist of six (6) CLINs to include Sitework, Commissary Building Construction, Commissary Equipment, Uniform Décor Package, LEED Administrative Cost, and osmotic resistant grout. One firm-fixed price contract will be awarded to the responsible offeror who provides the lowest price technically acceptable proposal. This contract will be awarded and administered by DeCA. Funding and payment information will be provided by DeCA at time of award. The performance period for this project will be 540 calendar days after issuance of the Notice to Proceed. Important Notes: It is anticipated that the Request for Proposal (RFP) will be issued on or about 07 April 2014. For copies of this solicitation, specifications and drawings, and all other documents go to the Government's website at www.fbo.gov to download. No paper copies will be issued. By submission of an offer the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) data base prior to award of any contracts resulting from this solicitation.
