- Mission and Installation Contracting Command - Fort Eustis intends to award sole source procurement to elearnsecurity for the purchase (50) fifty licenses of the Hera, virtual cyber training platform. It has been determined the elearnsecurity is the proprietary owner of the Hera software. Hera training platform has the unique ability to offer virtual cyber training that provides individual exercises that are isolated, relevant, scenario based and flexible in a private, user specific setting. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient enough to determine that a comparable source to the Government is available. The Government will be the sole determiner regarding an offeror's ability to meet all requirements. The Government will consider all EOIs received prior to 4 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 13.106-1(b).
