Description: Contract N00033-14-R-5225 provides for a U.S. flag Vessel or Tug/Barge unit with Coastwise endorsement to support Naval Air Warfare center weapons division facilities to commence on or around 15 October 2014 and ending 31 January 2015. The vessel is to be employed between Port Hueneme, San Nicolas Island, and Santa Cruz Island, all in California, for the transportation of cargo (including but not limited to hazardous cargoes, vehicular, containerized and general cargoes). The vessel must have the ability to accomplish an operational landing at the Open Ocean, Roll On / Roll Off (OO RO/RO) Cargo Pier on San Nicolas Island (SNI) and be capable of a beach type landing at Santa Cruz Island (SCI). The Military Sealift Command intends to award a sole source contract to Foss Maritime under the authority of FAR sub-section 6.302-1(a) (2) (iii); Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The intent of this contract is to allow the continuation of currently scheduled voyages without interruption until award of solicitation N00033-14-R-5220, a long term competitive follow on currently under pre-award protest can be made. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions and is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by 25 September 2014 at 5:00PM, local time, Washington, D. C. MSC will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Please email Tracy R.
