- Amendment 000007 is issued. Provides completion of FAR Clause 52.228-1 Bid Guarantee. SOLICITATION NOTICE: PROCUREMENT IS UNRESTRICTED, FULL AND OPEN COMPETITION EXPLICIT ACCESS TO THE COMPLETE SOLICITATION PACKAGE REQUIRES AN EXECUTED NON-DISCLOSURE DHS FORM 11000-6 TO BE PROVIDED TO THE CONTRACTING OFFICER. Title: CONSTRUCT AUDITORIUM, BLDG. 912, FLETC, GLYNCO, GA The Project Magnitude is between $5M and $10M. The NAICS code is 236220 and the Small Business Size Standard is $36.5M. A Planholders list will not be generated by the Government. Vendors are to register on this site. The project will be issued as a competitive sealed bid in accordance with FAR Part 14. The Government intends to award a firm fixed price construction contract. The solicitation package is posted to this website on 8/12/14 and contains detailed submission requirements, plans, and specifications. Contractors are responsible for checking this website periodically for the solicitation and any subsequent amendments. Scheduling of a pre-bid site visit is on 8/26/14 with details outlined in the solicitation package. The Department of Homeland Security, Federal Law Enforcement Training Centers, (FLETC), Glynco, Georgia is hereby notifying interested vendors of Invitation for Bid, IFB, HSFLGL-14-B-00002. The following is intended to disclose the nature and an estimated volume of work in terms of physical characteristics, however, the actual specifications and drawings are provided in the solicitation. The project work includes construction of a single level structural steel framed auditorium with a slab on grade and spread footings. Exterior walls shall be non-load bearing steel stud construction with insulated metal panel and masonry veneer. Roof structure shall consist of steel deck supported by steel joist with standing seam metal and modified bitumen roofing. Interior partitions shall consist of metal studs with painted gypsum board. Exterior fenestrations shall be aluminum windows and glazed storefront wall and entrances along with some exterior hollow metal frames and hollow metal doors; all of which are part of a building envelope within a coastal construction region. Interior openings shall be hollow metal frames and solid wood doors. Floor finishes include vinyl composition tile, rolled vinyl, carpet, exposed concrete, terazzo and ceramic tile. Ceiling includes suspended gypsum board and acoustical tile systems. Mechanical HVAC equipment shall consist of two small chillers with natural gas heating and heat recovery for auditorium areas. The HVAC systems shall be provided with a complete DDC system. Entire building shall be protected by a wet pipe sprinkler system. Electrical consists of normal power, lighting, emergency and exit lighting, telecommunications for the alarm system, lightning protection, closed circuit television, preparations for and coordination with video teleconferencing as well as access controls. Interior lighting predominately LED fixtures. Auditorium space shall be fully equipped and prepped for teleconferencing and sound equipment. Site Work consists of landscaping, pavements, sidewalks, storm drainage, sewer, water, and gas and incidental work. The facility will attain LEED Silver Certification from the U.S. Green Building Council. Facilities will meet current ADA-Americans with Disabilities Act requirements, NFPA-National Fire Protection Association, and building codes to include local, state and federal. Mechanical systems will be controlled through single, DDC-Direct digital controls building automation system. Automated Logic Corporation is the sole source for procuring the building controls. NO exception. Control system will use BACnet (open) communications protocol and interface with existing FLETC-Glynco wide ECMS-Energy management control systems. Electric, natural gas and water meter with remote monitoring will be connected to FLETC-Glynco wide ECMS. Fire Protection in this project includes but not limited to fire alarm systems, sprinkler riser serving sprinkler zones, isolation valves, flow switches, test/drain valves and drain risers, and wet pipe system throughout. Telecommunications includes but not limited to horizontal CAT 6 cabling, raceways, access control empty conduits, outlet boxes, fiber, underground conduit and manholes.
